环境规制下提高辽宁省产业创新能力的路径及对策研究

【摘要】：随着全球化进程的推进与环境问题的日益突出,各个国家都对环境保护问题越发重视。在环境规制的背景下,清洁生产和绿色发展已成为推动中国工业可持续发展的重点,尤其是如何加强对污染密集产业进行升级改造,促使其实现绿色化和清洁化的重要性和紧迫性日益凸显。所以说,产业结构的优化升级和区域产业的生态化发展已经成为提高辽宁省产业创新能力的重要驱动力量。本文以环境规制为背景,基于环境规制与产业创新相关理论,对如何提升辽宁省产业创新能力进行了研究,希望辽宁省产业在经济新常态下能够得到进一步的发展。首先,本文论述了国内外研究学者在环境规制和产业创新方面的最新成果,为研究环境规制背景下提高辽宁省产业创新能力提供了理论基础。其次,在借鉴国内外研究成果的基础上,制定了评价产业创新能力的指标体系,并运用因子分析法提取了影响辽宁省产业创新能力的五大因子,分别是技术、生产力、环境、创新和规模五大因子,进而对辽宁省产业创新能力进行了实证分析,找出了辽宁省产业发展状况在全国范围内所处的位置。研究发现,辽宁省的产业创新能力综合排名较为靠后,影响辽宁省产业创新能力的关键因素主要包括技术水平、生产力等内部因素,也包括环境规制等外部因素,他们共同作用于产业结构,影响产业创新能力,此外新的规制环境也对辽宁省产业结构的发展方向提出了新的要求。最后,本文结合上述研究结果提出了四大路径和相关对策,分别是提升产业技术创新能力,提升产业制度创新能力,提高环境规制水平以及优化产业结构。
[Abstract]:With the advancement of the globalization process and the increasingly prominent environmental problems, all countries pay more and more attention to the environmental protection issues, in the context of environmental regulation. Cleaner production and green development have become the focus of promoting the sustainable development of China's industry, especially how to strengthen the upgrading of pollution-intensive industries. The importance and urgency of making it greener and cleaner is increasingly prominent. The optimization and upgrading of industrial structure and the ecological development of regional industries have become an important driving force to improve the ability of industrial innovation in Liaoning Province. This paper takes environmental regulation as the background and based on the related theory of environmental regulation and industrial innovation. How to improve the industrial innovation ability of Liaoning Province is studied, and it is hoped that the industry of Liaoning Province can be further developed under the new normal state of economy. First of all. This paper discusses the latest achievements of domestic and foreign researchers in environmental regulation and industrial innovation, which provides a theoretical basis for improving the industrial innovation ability of Liaoning Province under the background of environmental regulation. Based on the domestic and foreign research results, the index system of evaluating the industrial innovation ability is established, and the five factors which affect the industrial innovation ability of Liaoning Province are extracted by using factor analysis method, which are technology and productivity respectively. Environment, innovation and scale of five factors, and then the industrial innovation capacity of Liaoning Province empirical analysis, to find out the status of industrial development in Liaoning Province in the national position. The comprehensive ranking of Liaoning's industrial innovation ability is relatively low. The key factors that affect Liaoning's industrial innovation ability mainly include technical level, productivity and other internal factors, as well as external factors such as environmental regulation and so on. They act together in the industrial structure, affecting the ability of industrial innovation, in addition, the new regulatory environment also put forward new requirements for the development of industrial structure in Liaoning Province. Finally. Combined with the above research results, this paper puts forward four major paths and relevant countermeasures, which are to enhance the ability of industrial technological innovation, to enhance the ability of industrial system innovation, to improve the level of environmental regulation and to optimize the industrial structure.
