山东半岛城市循环经济体系及其运行机制的创新研究

【摘要】：山东半岛蓝色经济区与黄河三角洲高效生态经济区在我国东部沿海地区发展中具有极其重要的战略地位。为促进山东半岛“蓝、黄”两大国家战略区域的生态文明建设和科学发展，实现传统经济模式向循环经济模式的转变，本文结合新型城市化建设背景，采用经济学、社会学、地理学、管理学、系统科学等多学科的研究方法，对山东半岛城市循环经济进行创新研究。经济体系及其运行机制是城市循环经济的主体部分，山东半岛城市循环经济创新实际是对其经济体系及其运行机制进行创新。本文结合山东省软科学项目“山东半岛‘蓝黄’经济区城市循环经济创新研究”（项目编号：2013RKB01275），依据国内外循环经济研究成果，立足山东半岛城市的自然条件与经济社会情况，创新性揭示出山东半岛城市循环经济体系及其运行机制，具有理论创新和现实指导意义。研究的主要内容分为创新基础、创新主体和策略研究三个方面。首先是创新基础，，为山东半岛城市循环经济创新提供理论支持和实践基础。总结和阐述曲格平教授、北京大学叶文虎教授、重庆大学陈德敏教授、同济大学诸大建教授、Robert A. Frosch与Nicholas E. Gallopoulos在循环经济领域具有代表性理论成果，为创新研究作理论支持。梳理和总结山东半岛城市循环经济的发展历程，分析山东半岛城市循环经济创新发展的基础和条件，提出青岛自发转型式、日照跨越发展式和东营战略推进式的三种城市循环经济实践典型模式，为创新研究提供实践基础。其次是创新主体，即山东半岛城市循环经济体系及其运行机制的创新分析。主要运用系统工程和综合集成的方法，结合山东半岛城市的特点，创新性揭示山东半岛城市循环经济的框架体系，包括循环型产业体系、循环型消费体系、循环型城市基础设施体系和三维耦合体系。综合分析山东半岛城市循环经济运行系统，探究城市循环经济体系与核心控制力、内部执行力及其外部环境的相互作用机理，提出山东半岛城市循环经济运行机制——驱动机制、控制机制、保障机制和统筹机制。最后是策略研究，提出山东半岛城市循环经济创新发展的实现路径。科学设定山东半岛城市循环经济在创新发展阶段的发展目标，并提出循环且经济、协调耦合、改革创新与循环渐进的发展原则。结合创新研究，提出山东半岛城市循环经济创新发展的实现路径：培育和推广循环经济典型发展模式，构建循环型产业体系；倡导绿色消费和循环消费理念，形成循环型消费体系；扩大公共服务投入，完善循环型城市基础设施体系；加大政策支持力度，培育和完善城市循环经济市场机制；实施循环经济科技支撑工程，推进先进适用技术的研发与应用；完善城市循环经济法规标准体系，优化制度环境；实施海洋循环经济试点示范工程，统筹海陆一体化发展。
[Abstract]:The blue economic zone of Shandong Peninsula and the efficient ecological economic zone of the Yellow River Delta play an extremely important strategic role in the development of the eastern coastal areas of China. The construction and scientific development of ecological civilization in the strategic regions of the two countries, and the transformation of the traditional economic model to the circular economic model are realized. This paper combines the background of the new urbanization construction, adopts economics, sociology, geography, management, etc. The system science and other multidisciplinary research methods are used to study the urban circular economy in Shandong Peninsula. The economic system and its operating mechanism are the main part of the urban circular economy. In fact, the innovation of circular economy in Shandong Peninsula city is to innovate its economic system and its operating mechanism. This paper combines the soft science project of Shandong Province, "Research on Urban Circular economy Innovation in Shandong Peninsula 'Blue Yellow' Economic Zone" (Project Editing). Number: 2013RKB01275, based on the domestic and foreign circular economy research results, Based on the natural conditions and economic and social conditions of Shandong Peninsula city, the innovation reveals the circular economy system and its operating mechanism of Shandong Peninsula city, which has theoretical innovation and practical guiding significance. Innovation subject and strategy research three aspects. The first is the foundation of innovation, which provides theoretical support and practical basis for the innovation of circular economy in Shandong Peninsula. Professor Robert A. Frosch and Nicholas E. Gallopoulos of Tongji University have representative theoretical achievements in the field of circular economy, which provides theoretical support for innovative research, and summarizes the development of circular economy in Shandong Peninsula. This paper analyzes the basis and conditions for the innovation and development of circular economy in Shandong Peninsula, and puts forward three typical models of urban circular economy practice: Qingdao spontaneous transformation, Rizhao leapfrogging and Dongying strategic promotion, which provide a practical basis for innovation research. Secondly, it is the innovation analysis of the innovation subject, that is, the circular economy system of Shandong Peninsula city and its operating mechanism. It mainly uses the method of system engineering and comprehensive integration to combine the characteristics of Shandong Peninsula city. Innovatively reveals the framework system of circular economy in Shandong Peninsula, including circular industry system, circular consumption system, circular urban infrastructure system and three-dimensional coupling system. This paper probes into the interaction mechanism between the urban circular economy system and the core control power, the internal execution power and the external environment, and puts forward the driving mechanism, the control mechanism, the guarantee mechanism and the overall planning mechanism of the urban circular economy in Shandong Peninsula. Finally, the paper puts forward the realization path of the innovation and development of circular economy in Shandong Peninsula, scientifically sets the development goal of circular economy in the stage of innovation and development, and puts forward the circular and economic, coordinated coupling. Combining the innovation research, the paper puts forward the way to realize the innovation and development of circular economy in Shandong Peninsula: cultivating and popularizing the typical development mode of circular economy and constructing the circular industry system; Advocate the concept of green consumption and circular consumption, form a circular consumption system, expand public service investment, improve the infrastructure system of circular cities, increase policy support, cultivate and improve the market mechanism of urban circular economy; Carry out the science and technology support project of circular economy, promote the research and development and application of advanced and applicable technology; perfect the standard system of urban circular economy laws and regulations, optimize the system environment; carry out the pilot demonstration project of marine circular economy, and coordinate the integrated development of sea and land.
