【摘要】：改革开放以来,随着经济社会不断向前发展,政府经济绩效成为学术界重要研究课题,同时也是政府绩效考评中的重要组成部分,经济绩效指标体系是分析一个地区经济运行情况主要工具。本文通过阐述政府绩效的内涵和研究背景为切入点,介绍国内外研究现状和成果,重点阐述选择经济绩效指标体系来分析经济绩效的原因。接着介绍政府绩效考评的含义,政府绩效包括政治绩效和文化绩效以及经济绩效,将政府绩效中的政治绩效和文化绩效剥离,经济绩效是对一个地区经济运行情况的综合评价。阐述经济绩效中帕累托最优态理论、投入产出理论以及经济增长理论,为本文经济绩效分析研究奠定理论基础。并详细说明龙井市经济绩效指标体系的具体内容和特点。介绍龙井市经济发展现状,通过分析龙井市近五年来16个经济指标运行情况,对龙井市经济绩效进行总体分析。通过总体分析,发现其中规模以上工业发展质量、全社会固定资产投资、地区生产总值增量和增速变化率、公共财政预算收入增量和增速变化率、社会消费品零售总额增量和增速变化率、外贸进出口总额增量和增速变化率这六6个指标是促使经济绩效较低的主要指标,接下来对这6个指标县市间的比较分析,深入分析龙井市政府经济绩效存在不足。通过以上分析工作,查找出龙井市经济绩效存在的问题,一是经济发展的动力不足,二是缺少重大项目支撑经济发展,三是对外开发开放的水平较低。通过分析出现的问题成因,发现一是由于龙井市本身经济总量小和人口逐年缩减,导致经济发展动力不足,二是由于资源的匮乏和政府管理项目能力不足导致缺少重大项目支撑,三是由于把握对外开发开政策的能力和效率的不足导致对外开放水平低。最后,本文对提高龙井市经济绩效提出如下建议,一是把握国家农业科技园区批复的机遇,提高工业运行质量,加大招商引资力度,引进重大项目作为经济发展的有力支撑；二是把握国家扩大沿边开发开放的契机,建设边境经济合作区,充分利用区位优势促进经济发展。

Introduces the status quo of the economic development of Longjing city in recent five years, through the analysis of 16 indicators of economic operation situation of Longjing City, the general analysis of the economic performance of Longjing city. Through the above, to find out the existing problems of the economic performance of Longjing City, is a lack of the power of economic development, the two is the lack of major projects to support the development of economy, the three is the foreign development On the lower level. The cause of the problem through the analysis of the findings is due to a small amount of Longjing City, economic and population reduced year by year, resulting in a lack of power and economic development, two is due to the shortage of resources and lack of government project management ability of major projects leading to a lack of support, three is due to lack of understanding of foreign policy and development ability the efficiency of the resulting low level of opening-up. Finally, to improve the economic performance of Longjing city the paper made the following suggestions, one is to grasp the national agricultural science and technology park approved opportunities, improving the quality of industrial operation, increase investment, the introduction of major projects as a strong support for economic development; two is to grasp the national expansion of border development and opening up the opportunity of construction border economic cooperation zone, make full use of its advantages in promoting economic development.
