【摘要】：当前，经济发展与生态环境的关系是生态学、地理学等研究的热点，经济的发展会给环境带来一定的压力影响，而经济发展对生态环境产生的影响主要体现在不同的产业结构作用于生态环境上，因此产业结构是人类作用于生态环境的主要方式，其类型与产业之间的相互比例与排放出污染物的类型与数量有直接关系，不同类型的产业结构引起的生态环境效应是不同的。因此，产业结构带来的生态环境效应是关系着该区域能否实现可持续发展的重要问题，产业结构的演变对环境质量、资源开发利用以及生态系统的影响分析具有十分重要的意义。本文选取国务院批复且上升到国家战略层面实施的黄河三角洲高效生态经济区为例来分析其产业结构与生态环境效应。本区域生态环境较脆弱，，且该区域石油等矿产资源丰富，产业结构以第二产业为主，对生态环境的影响较大，通过评价黄区产业结构的生态环境效应，并以此来指导其产业结构的优化，对实现该区的“高效”与“生态”具有重要的意义。本文的主要研究内容有： 1、阐述黄河三角洲高效生态经济区的基本概况，并分析出该区在1978年-2011年经历了三次产业转型与产业结构的区域差异特点。 2、在分析产业结构与生态环境效应上，主要从两个方面进行分析：生态环境对产业结构的效应评价与产业结构对生态环境的效应评价。在生态环境对产业结构的效应评价上主要分析了区域内丰富的自然资源对于不同产业类型的影响。 3、在产业结构对生态环境效应的评价上则分为三个部分：产业结构对环境质量、资源开发利用以及生态系统的效应。首先，在分析产业结构对环境质量的影响上分两步，第一步，运用各地市1991—2011年统计年鉴的统计数据，结合定性分析与典型相关性分析两种方法，分析了其三次产业的生态环境效应，得出第一产业主要带来固体环境污染，第二产业对大气环境、水环境与固体环境都造成了较大的环境影响，第三产业的发展造成了环境的污染较少的结论。第二步，运用协整分析以及统计数据分析了产业结构演变对环境质量的效应，得出不同产业结构类型对环境质量的影响不同，并对通过典型相关性分析的结果进行了验证。其次，从石油化工产业、土地开发、水资源开发带来的问题定性分析论述了产业结构对资源开发利用的影响。最后，通过对生态系统稳定性及能承载的产业安全问题，湿地变化对生态系统的影响，旅游资源的开发对生态系统的影响三个方面分析论证出产业结构对生态系统的效应。 4、在实证分析的基础上，提出了协调产业结构和生态环境优化发展思路及政策保障。
[Abstract]:At present, the relationship between economic development and ecological environment is a hot topic in ecology, geography, and so on. Economic development will bring pressure to the environment. The impact of economic development on the ecological environment is mainly reflected in the different industrial structure acting on the ecological environment, so the industrial structure is the main way for human beings to act on the ecological environment. There is a direct relationship between the types and the proportion of industries and the type and quantity of pollutants discharged. The ecological and environmental effects caused by different types of industrial structure are different. The eco-environmental effect brought by industrial structure is an important problem related to the realization of sustainable development in this region. The evolution of industrial structure is of great significance to environmental quality, resource development and utilization, and ecosystem impact analysis. In this paper, the high-efficiency eco-economic zone of the Yellow River Delta, approved by the State Council and implemented at the national strategic level, is selected as an example to analyze its industrial structure and eco-environmental effects. The ecological environment in this region is relatively fragile. The region is rich in petroleum and other mineral resources, and the industrial structure is mainly secondary industry, which has a great impact on the ecological environment. By evaluating the ecological and environmental effects of the industrial structure in the Yellow region, the paper aims to guide the optimization of its industrial structure. It is of great significance to realize "high efficiency" and "ecology" in this area. The main contents of this paper are as follows:. 1. The basic situation of the efficient ecological economic zone in the Yellow River Delta is described, and the regional differences between the three industrial transformations and the industrial structure in the region from 1978 to 2011 are analyzed. 2. In the analysis of industrial structure and ecological environment effect, This paper mainly analyzes the effects of ecological environment on industrial structure and industrial structure on ecological environment. However, the impact of resources on different types of industries. 3, in the industrial structure to the ecological environment effect evaluation is divided into three parts: the industrial structure to the environmental quality, the resources development and utilization as well as the ecosystem effect. First, in the analysis industrial structure to the environmental quality influence is divided into two steps. The first step, using the statistical data of the 1991-2011 statistical yearbooks of various cities and cities, combining the qualitative analysis and the typical correlation analysis, analyzes the ecological and environmental effects of its three industries, and draws the conclusion that the primary industry mainly brings solid environmental pollution. The secondary industry has a great environmental impact on the atmospheric environment, water environment and solid environment, and the development of the tertiary industry has resulted in less environmental pollution. Cointegration analysis and statistical data are used to analyze the effects of industrial structure evolution on environmental quality. It is concluded that different types of industrial structure have different effects on environmental quality, and the results of typical correlation analysis are verified. From the aspects of petrochemical industry, land development and water resources exploitation, this paper discusses the impact of industrial structure on the exploitation and utilization of resources. Three impacts of wetland change on ecosystem and tourism resource development on ecosystem. The effects of industrial structure on ecosystem are analyzed and demonstrated in this paper. 4. On the basis of empirical analysis, this paper puts forward the idea and policy guarantee of optimizing the development of industrial structure and ecological environment.
