区域低碳创新系统绩效及影响因素研究

【摘要】：区域低碳创新系统在创新产出与低碳效益方面对区域经济发展及国家竞争优势有着重要作用。低碳创新已经俨然成为高碳工业城市文明向低碳绿色生态文明转化的基本路径。本文对区域低碳创新系统绩效及影响因素进行研究,一方面分析全国范围内各区域的低碳创新系统绩效水平,比较其各自优势与不足,同时识别对系统绩效作用效果明显的因素并计算分析其影响方式,从而有助于提出提高绩效的对策建议。这对我国抢占世界经济先机,在全球经济一体化的今天占据价值领先地位有重要意义。在研究过程中,首先明确全球气候变化的大环境与低碳发展的背景,对相关学者关于区域低碳创新系统所涉及的概念研究进行梳理和总结,确定研究目标与意义。然后结合研究现状和问题解析创新系统内涵、特征及运行机制。从其资源投入和效益产出来测度区域创新系统绩效,并对系统影响环境进行分析,构建文章研究的概念模型。其次选择DEA-Tobit两步法作为理论研究的研究工具。构建区域低碳创新系统绩效评价指标体系,运用数据包络法对低碳创新绩效进行评价,解析区域间共性及差异;再次确定本文重点研究的影响因素,以效率值为因变量,利用Tobit回归模型对区域低碳创新系统绩效影响因素进行计算和结果分析。最后结合以上分析结果提出相应对策建议。研究结果表明,区域低碳创新系统创新绩效存在较大差异,区域在低碳创新绩效的提高上仍有很大空间,一方面与投入产出的结构和技术问题有关,另一方面也受中国当前的经济发展条件和社会文化水平的限制。能源结构、教育水平和区域开放程度对区域低碳创新系统绩效产生正向影响,且效果显著;政府导向对区域低碳创新系统绩效有负向影响。区域低碳创新系统良好的运行还需要创新主体加强低碳创新活动与合作能力,利用区域特点与优势,加强对投入产出的利用效率和转化能力,调节相关环境因素等。
[Abstract]:Regional low-carbon innovation system plays an important role in regional economic development and national competitive advantage in terms of innovation output and low-carbon benefits. Low-carbon innovation has become a transformation from high-carbon industrial city civilization to low-carbon green ecological civilization. This paper studies the performance and influencing factors of regional low-carbon innovation system. On the one hand, it analyzes the performance level of low-carbon innovation system in various regions of the country, compares their respective advantages and disadvantages, and at the same time identifies the factors that have obvious effect on the system performance, and calculates and analyzes its influence mode. It is of great significance for our country to seize the world economic opportunity and occupy the leading position of value in the global economic integration today. First of all, the background of global climate change environment and low-carbon development is clarified, and the concepts involved in regional low-carbon innovation system are reviewed and summarized. Then it analyzes the connotation, characteristics and operation mechanism of the innovation system, measures the performance of the regional innovation system from its resource input and benefit, and analyzes the impact environment of the system. Secondly, DEA-Tobit two-step method is chosen as the theoretical research tool. The regional low-carbon innovation system performance evaluation index system is constructed, and the data envelope method is used to evaluate the low-carbon innovation performance. Analyze the commonness and difference between different regions, determine the influencing factors of this paper, take the efficiency value as the dependent variable, Tobit regression model is used to calculate and analyze the influencing factors of regional low-carbon innovation system performance. Finally, combining the above analysis results, the corresponding countermeasures and suggestions are put forward. The research results show that there are great differences in regional low-carbon innovation system innovation performance. There is still a lot of room for improving the low-carbon innovation performance in the region. On the one hand, it is related to the structural and technical problems of input and output, on the other hand, it is also restricted by China's current economic development conditions and social and cultural level. The level of education and the degree of regional openness have a positive impact on the performance of regional low-carbon innovation system, and the effect is significant; Government orientation has a negative impact on the performance of regional low-carbon innovation system. The good operation of regional low-carbon innovation system also needs innovation agents to strengthen low-carbon innovation activities and cooperation ability, and make use of regional characteristics and advantages. Strengthen the efficiency of input-output and transformation, adjust the relevant environmental factors and so on.
