珲春市县域经济发展战略研究

【摘要】：县域经济是我国国民经济的重要组成部分,珲春市地处中、朝、俄三国交界,是国家长吉图开发开放先导区战略的前沿"窗口",设有珲春边境经济合作区、中国图们江区域(珲春)国际合作示范区、中俄互市贸易区。研究珲春市县域经济的发展,对延边州和吉林省经济发展,以及图们江区域开发开放均具有重要的作用。本文分析比较了珲春市主要经济发展指标与全省平均水平,并对珲春市的产业结构进行了分析。然后对珲春市经济发展的优势和存在的制约因素进行了分析,认为珲春市县域经济发展具备区位及政策、资源、口岸建设及航线等优势,但受制于地区间竞争激烈、国外政策的不确定性、产业层次不高、区位优势难以得到有效发挥、对俄、对朝鲜经贸合作层次较低,合作领域狭窄、贸易主体竞争力不强、贸易规模有限等因素影响,制约了珲春市边贸经济和县域经济的发展。为进一步分析珲春市县域经济发展潜力和对其经济发展进行综合评价,本文通过熵权TOPSIS法对影响珲春市县域经济的发展因子进行了分析,认为县域经济实力在区域经济竞争力中占有最大权重,而投资消费水平其次,居民财富水平所占权重较小,反映出经济实力指标及信贷指标是珲春市县域经济发展的基础。并对珲春市相对于吉林省的相对资源承载力进行了分析,分析结果表明,在现有的资源和经济规模下,相对于吉林省平均水平,珲春市良好的自然资源尚有较大的开发空间,珲春市经济发展仍有很大的发展潜力和空间。结合分析,本文认为珲春市应继续推进改革开放先行市的建设,坚持打改革牌、走开放路,深度融入"一带一路",加快推动"借港出海",不断提升内外联通水平,进一步拓展区域合作;坚定不移地实施"项目立市、项目强市、项目富民"的发展战略;对外开放日益深化,以互联互通为突破口,口岸设施功能不断完善,国际合作平台建设稳步推进。同时指出珲春经济发展战略的制定应遵循以下三个阶段:第一阶段推动制度创新、产业发展模式创新和科技创新;第二阶段为实现产业结构的优化升级和培育经济发展新动力,优化珲春市发展空间布局。第三阶段是加强生态建设,增强珲春市可持续发展能力,提升互联互通水平,开创对外开放新局面。
[Abstract]:County economy is an important part of our national economy. Hunchun City is located at the border of China, North Korea and Russia. It is the frontier "window" of the state's Chang-Jitu strategy of developing and opening the leading area, with the Hunchun Border Economic Cooperation Zone. China's Tumen River region (Hunchun) International Cooperation demonstration Zone, Sino-Russian Trade area. Research on the Development of County economy in Hunchun City and its impact on the Economic Development of Yanbian Prefecture and Jilin Province, This paper analyzes and compares the main economic development indicators of Hunchun and the average level of the whole province. It also analyzes the industrial structure of Hunchun. Then it analyzes the advantages and constraints of Hunchun's economic development, and concludes that Hunchun's county economic development has the advantages of location and policy, resources, port construction and routes. However, due to the fierce competition between regions, the uncertainty of foreign policies, the low level of industry, the difficulty of giving full play to the regional advantages, the low level of economic and trade cooperation with Russia, the narrow field of cooperation, and the weak competitiveness of the main body of trade. The limited scale of trade has restricted the development of Hunchun's border trade economy and county economy. In order to further analyze the development potential of Hunchun's county economy and make a comprehensive evaluation of its economic development, This paper analyzes the development factors of Hunchun county economy by entropy weight TOPSIS method. It is concluded that county economic strength occupies the largest weight in the regional economic competitiveness, while the investment and consumption level is the second, and the wealth level of the residents occupies a relatively small weight. Reflecting that the economic strength index and credit index are the foundation of Hunchun county economic development, the paper analyzes the relative resource carrying capacity of Hunchun city relative to Jilin Province, and the results show that, under the existing resources and economic scale, Compared with the average level of Jilin Province, Hunchun's good natural resources still have considerable room for development, while Hunchun's economic development still has great potential and space. This paper holds that Hunchun City should continue to promote the construction of the leading city of reform and opening up, stick to the card of reform, take the road of opening up, deeply integrate into "Belt and Road", speed up "borrowing Hong Kong out to sea", constantly improve the level of internal and external connectivity, and further expand regional cooperation; Unswervingly implementing the development strategy of "establishing a city under a project, strengthening a city under a project, enriching the people of the project"; deepening opening up to the outside world, taking interconnection as a breakthrough point, improving the function of port facilities, At the same time, it is pointed out that the formulation of Hunchun economic development strategy should follow the following three stages: the first stage is to promote institutional innovation, industrial development model innovation and scientific and technological innovation; In the second stage, in order to realize the optimization and upgrading of industrial structure and cultivate a new impetus for economic development, and to optimize the spatial distribution of Hunchun's development, the third stage is to strengthen ecological construction, strengthen Hunchun's ability of sustainable development, and enhance the level of connectivity.
