云南省生产性服务业对经济增长的影响研究

【摘要】：20世纪50年代以来,全球经济结构出现了深刻的变革,在发达国家,第二产业占据主导地位的形式日益削弱,生产性服务业逐渐成为促进国民经济发展的主要动力,代表着这一个国家地区市场经济的发展水平,其发展程度的高低对于一个地区甚至是一个国家而言都是综合竞争力能否得以提高最重要的标志。目前,世界经济结构的主流趋势是第二产业和第三产业互动融合发展,特别是第二产业中的制造业和的第三产业中的现代服务业的融合,所以,要保障一个地区市场经济可持续性健康发展,最重要的是对产业结构进行改造升级优化、提高经济运行的效率,这其中的关键点无疑就是生产性服务业。纵观全球经济运行的基本情况,可以得出目前发达国家经济增长最主要的动力源泉就是生产性服务业。并且,对于生产性服务业这一重点行业我们国家也逐步重视,也将其作为产业结构调整、产业结构优化升级的着力点。云南具有自然资源、边疆地区、延边核心等优势,充分利用这些优势,发展云南省生产性服务业促进经济增长的能动性,对今后云南发展地区经济来说必定起到大幅度的提升作用,具有更长远的经济意义。通过分析其他学者对生产性服务业各个方面的学术探讨,结合云南省实际特殊情况,本文作者主要研究该产业对云南经济增长的影响。首先,对生产性服务业的内涵及外延的定义及划分必须明确,因为对关键词界定的明确与否直接影响到本文主体分析部分进行是否顺利、研究是否正确。同时,对本文涉及到的相关理论进行梳理归纳,为后续的研究提供理论方面的支撑,并在此基础上明确其作用机制与路径;其次,对云南地区生产性服务业独特的发展现状、自身的问题以及造成这些问题的原因进行描述性分析;然后,具体从就业效应、产业的外部性、生产性服务业及其内部各个行业对整体经济的影响程度的方向及大小等方面综合分析,对实证研究结果的深层次寓意进行深入剖析,挖掘其最根本的原因;最后,针对研究中发现的问题,结合云南实际的特殊情况,提出几点切实可行的符合云南省生产性服务业发展的建议。通过本文的研究,得到如下结论:(1)云南整体经济和生产性服务业都具有明显的总量问题,发展都处于起步阶段,发展水平较低,发展质量有待提高;(2)实证研究表明:对于衡量该行业劳动力吸纳能力的指标——就业弹性、结构偏离度而言,云南省生产性服务业在这两方面都表现为负值,从客观的角度证明云南生产性服务业在劳动力转入方面仍具有很大的可能;在研究生产性服务业与产业结构中其他非生产性服务业部门的关系时,得出该产业具有正的外部性,并且对其外部性的程度进行了量化;研究还得出对云南省经济增长带动作用最强的当属信息传输、软件业和信息技术服务业;(3)云南具有一定的先天优良条件,包括区位、资源、文化、后发性和政策等方面,利用好这些优势,会给云南生产性服务业提供更加有利的发展条件,从而更好地促进云南地区的经济发展、边贸合作交流,最终使得云南具有较好的经济发展基础。

Through the analysis of other scholars on the production of the service industry in terms of academic research, combined with the actual situation of Yunnan Province in particular, the author mainly studies the influence of industry on economic growth in Yunnan. Through this research, we get the following conclusions: (1) the overall economy of Yunnan and the production service industry has the total obvious, the development is in the initial stage, the low level of development, the development of quality to be improve; (2) the empirical research shows that: the employment elasticity index to measure the level of ability to absorb the labor force, structure deviation degree, the productive service industry in Yunnan Province, the two aspects are negative, from the objective angle that producer services in Yunnan in terms of labor to still have great relationship; in the study of productive service industry and industrial structure in other non productive service sector, the industry has positive externalities, and the externality quantitatively; study also concluded that The economic growth of Yunnan province is the strongest driving transmission of information, software and information technology services; (3) Yunnan has inherent excellent conditions, some including location, resources, culture, backwardness and other aspects of policy, make good use of these advantages, will provide more favorable conditions for the development of the production of Yunnan the service industry, so as to better promote the economic development of Yunnan border trade, cooperation and exchanges, Yunnan has finally made good economic development basis.
