泸州市经济增长质量评价研究

【摘要】：经济增长是一个永恒的话题,也是各个国家和地区普遍关心的问题；而伴随着经济增长而产生的通货膨胀、资源枯竭、收入不公、环境污染、资源破坏等问题,促使人们关注经济增长质量。党的十八大、国家“十二五”规划都明确提出未来经济工作的重心将转移到经济增长质量的提升上面来。泸州市近年来经济快速增长,但同时也面临一系列问题,需要对泸州市经济增长质量进行总体评价,以明确其未来发展方向和思路；同时,泸州作为四川乃至西部地区的典型城市,其经济增长质量的研判可对四川乃至西部地区经济增长研判有一定的启示。论文采用规范与实证分析相结合的分析方法,在对经济增长质量内涵界定基础上构建了经济增长质量评价框架,并对泸州市经济增长质量进行理论解释与实证分析,并在此基础上提出了泸州市提升经济增长路径与对策。论文共分五章。第一章为绪论,包括论文的写作背景、意义、文献综述和论文的研究框架；第二章是论文的理论基础章节。主要在对经济增长内涵分析的基础上,得出经济增长质量的内涵、特征、内容以及相应的评价指标体系。第三章为论文的实证部分。主要利用四川省和泸州市2007-2013年相关数据,对泸州市经济增长质量进行比较和评价。研究发现,在2007-2013年泸州市经济增长质量总体在不断提升；但与其他地区相比,也存在相应的问题。第四章为论文的对策部分。主要在第三章的基础上,结合泸州市经济发展现状和当前宏观经济环境,提出了泸州市应以建设白酒总部经济优化产业结构、加大民生投入促进公平增长、保持物价稳定实现稳定增长以及处理好经济增长与资源利用问的关系实现绿色增长等举措。第五章为论文结论部分。论文从经济增长本身出发对经济增长质量的内涵、特征和内容进行了界定；并以泸州市为例,进行了实证研究。论文的研究对于其他地区经济增长质量的研判具有一定的借鉴意义。

The research has certain reference significance the quality of economic growth in other regions judged.
