消费主导型经济增长与伦理嵌融的理论与对策

【摘要】：近年来，随着投资和出口拉动我国经济增长动力不断减弱，消费动力逐渐成为拉动我国经济增长的首要力量。审时度势，消费动力的制度空间也不断拓展。“十一五”规划首次将消费和投资一起作为拉动我国经济增长动力的战略，“十二五”规划又提出将扩大内需作为战略重点的号召，党的十八大报告更是强调指出，要牢牢把握扩大内需这一战略基点，加快建立扩大消费需求长效机制，释放居民消费潜力。诸多政策促使我国的经济增长方式逐步向消费主导型经济增长方式转变。消费因人的需求而产生，人的生存与发展均离不开消费，因此消费在客观上能够促进经济增长，，在一定程度上也影响着经济发展的质量。生存是为了维持生命，发展是为了延续生命和享受生活，由此而产生的需求既体现绝对性又具有相对性。绝对体现为为了生存不得不消费一定数量的资源，这是必不可少的。相对则体现为，随着社会变动，人们的消费数量与质量要求也会随之而改变。这种消费的绝对性与相对性决定了不同的消费方式与消费文化，对于人类整体来讲，也增加了对消费伦理研判的必要。消费不仅体现了人与自然之间的关系，还体现了人与人、人与社会之间的关系，这些关系在一定程度上影响着消费。为了使这些关系和谐发展，就应该基于消费体现的这些关系，从“应该如何消费”和“为什么必须这样消费”的伦理考究，即消费伦理角度研究经济增长是必要的。众多学者已对消费伦理有了深入研究，但是缺少立足交叉学科角度对我国消费伦理与消费主导型经济增长两者间的嵌融研究。消费是一种经济现象，折射伦理问题。这也决定有必要研判消费主导型经济增长的消费动力源的正义性和对应的经济增长的正义性问题。任何社会，倡导的是正义性消费促进经济增长。因此，在观察以消费为主要动力模式下的经济增长时，既要注意经济评价，同时又不能忽视伦理评价。当下，消费主导型经济增长已成为各个国家日趋注重的发展模式，消费成为拉动经济增长的重要动力，消费伦理客观上也成为影响经济增长的重要因素。但现在的问题是消费伦理与消费主导型经济增长因不能有效嵌融导致的非对称性严重地影响经济增长的质量，导致在经济增长过程中，出现环境破坏、生态失衡、资源枯竭、社会消费不公、社会道德滑坡等诸多问题，破坏了一定历史条件下的消费应具有的客观的“量”的规定性和“质”的规定性。消除非对称性，实现二者间的有效嵌融以提升消费主导型经济增长质量成为当前我国经济与社会发展中亟需解决的重大课题。首先，从消费主导型经济增长问题入手，对投资和出口不能主导经济增长进行实证分析，总结发达国家经济增长模式的诸多经验，提出消费主导型经济增长的必要性。其次，立足于我国国情和伦理视角，对消费及消费主导型经济增长的伦理因子缺失病象进行观察，总结出消费伦理因子缺失的各种弊端，提出节俭消费、过度消费、超前消费、投机消费对经济自然增长的不足，不仅会掣肘经济自然增长，而且在一定程度上还会对经济自然增长产生负面影响，甚至对整个社会的稳定产生威胁。再次，立足中西方消费文化发展演变、人类中心主义思想、消费理论模型、消费力理论及政府缺位与越位等角度对消费主导型经济增长伦理缺失病象进行诊断，查找其病因。最后，结合理论研究和实证分析，针对病因，进行消费主导型经济增长与消费伦理有效嵌融的对策体系研究。具体包括：完善消费环境，解除消费压抑，促进消费力提升，实现经济自然增长；培养适度消费意识，倡导消费应实事求是；按适度消费原则保证消费力可持续，保证经济可持续增长；缩小城乡居民消费差距，拓展新消费热点，发展消费伦理内在需求和约束下的农村消费、文化消费、信息消费、银发消费、绿色环保消费。该文对消费主导型经济增长与消费伦理非对称性消除研究，目的是实现消费发展，实现有质量的经济增长，对社会经济发展具有重要的理论与实践意义。

According to the demand of consumption, survival and development of people all cannot do without consumption, so the consumer can promote economic growth objectively, to a certain extent also affects the quality of economic development. In order to maintain the survival of life, development is to extend the life and enjoy life, the resulting demand not only embodies the absolute it is relative. The absolute is reflected in order to survive have to consume a certain amount of resources, which is essential. The relative is reflected, with the social changes, consumption quantity and quality requirements of people will also be changed. The absolute and relative consumption determines different consumption patterns and consumption culture, for human overall, also increases the need of consumption ethics judged. Consumption not only reflects the relationship between man and nature, but also reflects the people, the relationship between man and society, the relationship between To a certain extent affect consumption. In order to make the harmonious development of the relationship between, should reflect the consumption based on these relationships, ethics from "how should consumer" and "why must this consumption" elegant, consumer ethical perspective on economic growth is necessary. Consumption is a kind of economic phenomenon, reflects the ethical issues. The long quality has become an important issue to be solved in the economic and social development of our country.
First of all, starting from the consumption driven economic growth, investment and export is not the leading economic growth empirical analysis, summed up the experience of many developed countries economic growth mode, put forward the necessity of the consumption driven economic growth. Finally, combining theoretical research and empirical analysis, aiming at cause of the consumption driven economic growth and consumption ethics effective countermeasure system research embedded integration. Including: improve the consumption environment, consumption relieve depression, promote the consumption upgrade, to achieve economic natural growth; develop consumer awareness, consumer advocates should seek truth from facts; according to the principle of ensuring the sustainable consumption of moderate consumption, ensuring sustainable economic growth; narrowing the gap between urban and rural residents consumption, expand new consumption hot spots, the development of the internal demand and consumption ethics under the constraints of rural consumption, cultural consumption, information consumption, silver consumption, green consumption.
In this paper, the research of consumption led economic growth and the asymmetric elimination of consumption ethics is aimed at achieving consumption development and achieving quality economic growth, which has important theoretical and practical significance for social and economic development.
