雄安新区精准承接北京非首都功能疏解的思考

【摘要】：有序疏解北京非首都功能是京津冀协同发展的首要任务,规划建设河北雄安新区是深入推进京津冀协同发展作出的一项重大决策部署,对于集中疏解北京非首都功能具有重大现实意义和深远历史意义。在准确识别北京非首都功能和前瞻分析雄安新区功能需求的基础,雄安新区建设北京非首都功能疏解集中承载地需要做好"七个结合",抓紧制定承接方案和配套政策,政府与市场协同发力,推进体制机制创新,制定差异化的政绩考核标准,增强承接"引力",高端承接北京非首都功能疏解,推进区域产业协同发展。
