“一带一路”视角下的中蒙俄经济走廊建设研究

【摘要】:十八大以来,我国的经济发展也同样面临着“三期叠加”(增长速度换档期、结构调整阵痛期、前期刺激政策消化期)的新形势,经济下行压力加大,经济发展进入“新常态”局面。从这一经济发展的阶段性特征出发,我国在经济社会发展的各领域实行全面改革,外交战略也相应的不断做出调整。2013年以来,我国提出了“一带一路”发展战略。“一带一路”战略的提出无论从我国的经济领域还是外交领域来看,都具有十分的重要的战略意义。与此同时,俄罗斯提出了“跨欧亚发展带”战略,蒙古提出了“草原之路”发展战略。为实现中蒙俄三国发展战略的对接,中蒙俄三国间的互惠发展,中蒙俄将经济合作作为三方合作的优先和重点领域,决定将中方丝绸之路经济带建设、俄方跨欧亚大通道建设、蒙方“草原之路”倡议进行紧密对接,推动构建中蒙俄经济走廊。中蒙俄经济走廊建设不仅有着非常稳固的政治基础而且有着快速发展的经济基础。中蒙俄三国稳定发展的外交关系和中蒙俄经济之间存在的互补性,都为中蒙俄经济走廊建设的提出与发展奠定了重要的基础。自2016年9月13日中蒙俄三国共同签署的《中蒙俄经济走廊建设发展纲要》公布以来,中蒙俄经济走廊建设正式启动,在中蒙俄三国的共同努力下,目前中蒙俄经济走廊建设也已经取得了一些阶段性成果。中蒙俄三国已经共同建设了一批重大基础工程,并且就具体的合作领域签署了一些制度性条约。与此同时,中蒙俄经济走廊在建设过程中也暴露了很多问题和阻碍。“中国威胁论”此消彼长、中蒙俄产业对接问题、蒙古国政治环境不稳定、俄罗斯远东地区合作开发难度大等问题都成为制约中蒙俄经济走廊建设的很大阻碍。为应对这些问题和阻碍,中蒙俄三国不仅应在经济领域加强沟通交流,进行产业结构对接,推动经济一体化建设,更应在政治人文领域加强合作,增进互信,推进中蒙俄经济走廊保障机制建设。
[Abstract]:Since the 18th CPC National Congress, China's economic development has also faced the new situation of "three periods superposition" (growth rate shift period, structural adjustment pains period, early stimulus policy digestion period), and the downward pressure on the economy has increased.Economic development entered the "new normal" situation.Proceeding from this stage characteristic of economic development, our country carries out overall reform in all fields of economic and social development, and the diplomatic strategy is adjusted accordingly. Since 2013, China has put forward the development strategy of "Belt and Road".Belt and Road's strategy is of great strategic significance both in China's economic field and in diplomatic field.At the same time, Russia put forward the strategy of Trans-Eurasian Development Zone and Mongolia put forward the Development Strategy of grassland Road.In order to achieve the docking of the development strategies of China, Mongolia and Russia, and the mutually beneficial development of the three countries, China, Mongolia and Russia have made economic cooperation a priority and a key area of trilateral cooperation. They have decided to build the Chinese Silk Road economic belt and the Russian side to build a major trans-Eurasian corridor.Mongolian side of the "grassland Road" initiative closely docked to promote the construction of China-Mongolia-Russia Economic Corridor.The construction of China-Mongolia-Russia Economic Corridor not only has a very solid political foundation but also has a rapidly developing economic base.The stable development of diplomatic relations between China, Mongolia and Russia and the complementarity between the Chinese, Mongolian and Russian economies have laid an important foundation for the establishment and development of the economic corridor between China, Mongolia and Russia.Since the promulgation of the "outline for the Construction and Development of the China-Mongolia-Russia Economic Corridor" signed by China, Mongolia and Russia on September 13, 2016, the construction of the China-Mongolia-Russia Economic Corridor has been officially launched, and with the joint efforts of China, Mongolia and Russia,At present, China, Mongolia and Russia economic corridor construction has also made some stage results.China, Mongolia and Russia have jointly built a number of major infrastructure projects and signed a number of institutional treaties on specific areas of cooperation.At the same time, China-Mongolia-Russia economic corridor in the construction process also exposed a lot of problems and obstacles.The rise and fall of the theory of "China threat", the problem of industrial docking between China, Mongolia and Russia, the unstable political environment of Mongolia, and the difficulty of cooperation and development in the far East of Russia have all become a great obstacle to the construction of economic corridor between China, Mongolia and Russia.To deal with these problems and obstacles, China, Mongolia and Russia should not only strengthen communication and exchanges in the economic field, carry out industrial structure docking, promote economic integration, but also strengthen cooperation and mutual trust in the political and human fields.China, Mongolia and Russia to promote the economic corridor safeguard mechanism construction.
