新发展理念下京津冀综合发展指数研究

【摘要】：在党的十八届五中全会上习近平总书记提出了新的发展理念,即创新、协调、绿色、开放、共享的五大发展理念。会议着重指出,贯彻落实五大发展理念将有利于实现“十三五”期间的发展目标,有利于解决发展过程中遇到的困难。五大发展理念为我们解决经济新常态下出现的各种问题指出了切实可行的方向方法。新的发展理念还体现出了中国未来发展的新趋势,这既符合中国特色社会主义经济的发展规律,同时也引起了整个中国经济社会的时代共鸣。为了贯彻落实五大发展理念以及习近平总书记系列重要讲话精神,把习近平总书记治国理政新理念、新思想和新战略落实到加快推进京津冀地区协同发展进程中来,为推进京津冀协同发展增添新思想、新动力,加快实现京津冀三地的协同发展。因此,为了加快推进京津冀三地的协同发展,本文从创新、协调、绿色、开放、共享五个方面出发,构建综合发展指数评价体系,分析京津冀地区的综合发展能力,三地的发展现状以及影响制约三地发展的各种因素。本文从理论和方法的层面上对综合发展指数进行了深入的研究分析,从创新、协调、绿色、开放、共享五个方面综合分析京津冀地区的发展情况。本文主要分为以下几个部分:第一章作为小序简单介绍了选题的背景与意义、并且简单阐述了国内外的研究现状等,第二章介绍了构建综合发展评价指标体系的理论依据及构建方法,第三章主要介绍了京津冀综合发展指数评价指标体系权重的确定方法,分类指数及综合指数的合成方法;第四章主要介绍了京津冀各地区综合发展指数评价结果分析、创新指数评价分析、协调指数评价分析、绿色指数评价分析、共享指数评价分析;第五章为结论性探讨,在具体分析以上问题后,针对性的提出政策建议,为推进新发展理念下京津冀三地协同发展进程出谋划策。本文最终构建的综合发展评价指标体系分为三个层次,第一个层次一是总目标,第二个层次为创新发展、协调发展、绿色发展、开放发展、共享发展五大具体指标的分类,第三个层次是具体的指标,一共包括五个方面22项指标的一套综合发展评价指标体系。
[Abstract]:At the Fifth Plenary session of the 18th CPC Central Committee, General Secretary Xi Jinping put forward five new development concepts: innovation, coordination, green, open and shared.The meeting emphatically pointed out that the implementation of the five major development concepts will be conducive to the realization of the development goals during the 13th Five-Year Plan period and to resolving the difficulties encountered in the process of development.The five development ideas point out the feasible direction for us to solve all kinds of problems in the new normal state of economy.The new concept of development also reflects the new trend of China's future development, which is not only in line with the law of the development of socialist economy with Chinese characteristics, but also has aroused the resonance of the whole Chinese economic and social times.In order to carry out the five major development concepts and the spirit of General Secretary Xi Jinping's series of important speeches, the new ideas, new ideas and new strategies of General Secretary Xi Jinping in governing the country and managing politics have been put into practice in speeding up the process of promoting the coordinated development of the Beijing-Tianjin-Hebei region.In order to promote the coordinated development of Beijing, Tianjin and Hebei, we should add new ideas and new impetus, and accelerate the realization of the coordinated development of Beijing, Tianjin and Hebei.Therefore, in order to speed up the coordinated development of Beijing-Tianjin-Hebei, this paper starts from five aspects of innovation, coordination, green, opening and sharing, constructs the comprehensive development index evaluation system, and analyzes the comprehensive development ability of Beijing-Tianjin-Hebei region.The development of the three places and the impact of the development of the three factors.This paper makes a deep research and analysis on the comprehensive development index from the level of theory and method, and comprehensively analyzes the development of Beijing-Tianjin-Hebei region from five aspects: innovation, coordination, green, opening and sharing.This paper is divided into the following parts: the first chapter as a brief introduction of the background and significance of the topic, and a brief description of the domestic and foreign research status, etc.The second chapter introduces the theoretical basis and construction method of constructing the comprehensive development evaluation index system. The third chapter mainly introduces the determination method of the weight of the evaluation index system of the Beijing-Tianjin-Hebei comprehensive development index, the method of the classification index and the synthesis method of the comprehensive index.The fourth chapter mainly introduces the analysis of comprehensive development index evaluation results, innovation index evaluation analysis, coordination index evaluation analysis, green index evaluation analysis and shared index evaluation analysis in each region of Beijing, Tianjin and Hebei.After analyzing the above problems, this paper puts forward some policy suggestions to promote the development process of Beijing, Tianjin and Hebei under the new development concept.The evaluation index system of comprehensive development is divided into three levels. The first level is the overall goal, the second level is the classification of five specific indicators, namely, innovation development, coordinated development, green development, open development and shared development.The third level is the specific indicators, including five aspects of 22 indicators of a set of comprehensive development evaluation index system.
