安化县县域经济发展的问题及对策研究

【摘要】：随着世界经济的一体化和中国加入世贸组织,中国经济已经日益全球化。当前,西欧发达国家正在饱受经济危机的危害,这种危机影响到了世界的各个经济体。中国已经成为世界上最大的新兴经济体,经济总量攀升至世界第二位。中国经济的发展对于世界经济的稳定发展有着重要的背景意义。县域经济作为国民经济重要的组成部分,大力发展县域经济就变成了一个非常重要的的议题。安化县在全省乃至全国的县域经济中作为一个典型的不发达经济体,对安化县在经济发展过程中的所出现的问题以及对策研究,对以后研究中国县域经济的发展有重大的意义。所以,如何发展安化县域经济,是一个非常值得研究的课题。 (1)通过加大对农业的支持力度,提高农业资金投入,逐步推进农业产业结构优化,并大力普及农业科技知识,推广农业科学技术,在因地制宜的基础上,发挥安化县自然资源优势,做强支柱产业。 (2)加快工业产业结构的调整,实施骨干企业培育工程,走产业生态化和生态产业化集群发展模式,促进传统产业新型化和新兴产业规模化,提升产业集群发展层次。通过构建政策支持体系和政府服务信息服务体系,改善投资环境。 (3)坚持政府主导、整体规划、强化保护、科学开发、有序推进的旅游发展思路,围绕“神韵安化”主题和“茶马古道”品牌,结合历史文化、民俗风情等旅游资源,抓好生态旅游资源保护和景区基础设施建设,实现旅游与产业、文化的深度融合和综合开发。加强对文化产业的重视度,把发展文化产业纳入本县国民经济发展与改革的总体规划,突出文化产业发展重点,扶持演出业、烟花鞭炮制造业、风景旅游管理业、广告和印刷业等特色的文化产业。大力推进安化县现代服务业的健康发展,把现代商贸服务业发展与城市开发建设紧密结合,有序发展金融保险业,规范发展房地产业,积极引入民营资本,加快推进城镇化进程,创新教育培训体制。
[Abstract]:With the integration of the world economy and China ' s entry into WTO , the Chinese economy has become increasingly globalized . At present , the developed countries in Western Europe are suffering from the economic crisis . The crisis has affected the world ' s economy . China has become the world ' s largest emerging economy , the total economy has climbed to the second place of the world .

( 1 ) By increasing the support for agriculture , increasing the investment of agricultural funds , gradually promoting the optimization of agricultural industrial structure , promoting the popularization of agricultural scientific and technological knowledge , promoting agricultural science and technology , and taking the advantage of natural resources in Anhua County on the basis of local conditions , and doing a strong pillar industry .

( 2 ) To accelerate the adjustment of industrial structure , carry out the cultivation project of backbone enterprises , walk the industrial ecological and ecological industrialization cluster development mode , promote the new industrialization of traditional industry and the scale of Xinxing industry , and upgrade the industrial cluster development level . Through the construction of the policy support system and the government service information service system , the investment environment is improved .

In order to promote the healthy development of the modern service industry in Anhua County , the development of the modern service industry should be strengthened , the development of modern business services should be closely combined with the development of the city , the financial insurance industry should be developed in order to standardize the development of the real estate industry , the private capital should be actively introduced , the urbanization process should be accelerated , and the education and training system should be innovated .
