网络环境下区域协同创新平台模式与机制及政策研究

【摘要】：在区域创新系统中,创新主体之间的合作和协同能力,对区域创新产出和效率的影响日益显现,如何搭建创新主体之间的合作桥梁,受到各方人士的重视和关注。在网络环境下,利用先进的计算机和信息技术,通过产学研合作公共服务平台,即创新资源共享平台或产学研对接平台,可以很好地实现产学研各方在虚拟环境下的协同。因此,本文对网络环境下的区域协同创新平台模式与机制及政策体系等做了较为深入的研究,为网络环境下区域创新提供了有效的实施方案与措施,将有利于提高产学研协作的创新能力,促进区域创新活动的发展。论文主要包括以下研究内容： 1.文献回顾与基本理论研究。论文通过对区域创新相关理论、产学研合作模式、区域创新平台、区域创新政策等国内外研究现状的详细阐述,为后文奠定理论基础。基本理论部分,首先分析网络环境下区域创新的特点,指出网络环境下区域创新系统是以知识流(信息流)的强度及其特征作为其边界,同时网络环境为区域创新系统带来新的创新资源,即互联网产生的新媒体,对于分析消费者行为具有重要意义,以及电子商务对集聚产业资源、提升区域竞争力的重要作用。紧接着深入研究影响网络环境下区域协同创新效应的因素,包括创新主体间关系因素、协同创新环境因素和协同创新技术保障因素三个层次,通过案例分析得出协同创新平台、政府政策支持在区域协同创新中发挥的关键作用,在此基础上提出网络环境下的区域协同创新模型。并提出多元化区域创新政策理论,研究其协同机理,认为区域创新政策体系是通过统领性政策、系统性政策、多样性政策和交替性政策的协同配合,达到矢量合力的目的。 2.从资源协同和创新主体协同角度出发,提出网络环境下的泛资源虚拟型区域创新模式,并从资源提供模式、知识复用模式和产学研对接模式分别展开论述。论文借鉴云计算的商业模式,将创新资源独立封装,在网络平台上以一种按需即得的方式提供给创新主体。为了更好地利用创新主体各方拥有的知识,将产学研各方的知识模块化,以知识库的方式进行存储,在知识库的基础上通过知识匹配来支持创新。由于虚拟的组织关系,创新主体各方很难近距离了解对方,因此产学研之间的创新资源如何快速准确地匹配也是一个亟需解决的问题。论文将匹配条件指标化,并设置权重,构建了双方满意度优化模型。 3.基于泛资源创新模式的区域协同创新平台研究。主要解决创新平台中的资源整合和创新主体交互两大问题。论文首先详细阐述了Agent、语义、云计算等相关技术与泛资源模式的关系。然后在分析产学研各方语义异构性的基础上,基于XML和知识本体研究创新资源整合方法。其次,论文从基于Agent的产学研匹配,基于Agent的产学研实时交互,到基于Agent的产学研协商,围绕着产学研协同过程展开研究。设计了基于Agent的产学研匹配算法和基于Nash模型的产学研协商算法。以企业Agent代表资源需方,高校或科研机构Agent代表资源供方,研究如何通过中介Agent和通讯模块进行联系。并基于Java语言,对基于Agent的产学研匹配的核心模块进行了仿真,通过仿真验证了匹配算法的可行性。最后给出基于泛资源创新模式的区域协同创新平台的组织架构。 4.第6章详细阐述了网络环境下的区域创新信用机制。列举区域创新活动中出现的各种信用缺失行为,运用博弈分析、信息经济学分析、成本收益分析等方法揭示区域创新活动出现信用缺失的原因。然后,着重研究健全科研信用制度、完善科技信用管理和优化科技信用环境等措施,并重点研究基于网络平台的信用信息共享机制,创造有利于区域创新的良好环境。 5.第7章基于多元化区域创新政策理论,从科技进步政策、知识产权保护政策、科技成果转化政策几个方面详细论述了网络环境下的区域政策体系建设。并且结合以色列的多层次研发机构和科技计划导向机制介绍国外的先进经验。 6.最后,论文基于前述的研究成果,将网络环境下的区域协同创新模式与平台构建方法运用于台州区域创新平台的建设,有针对性地解决其存在的问题,通过“点面结合”的方式构建基于云计算的台州区域创新平台和基于知识复用的行业创新平台,并提出完善政策体系的建议。论文的贡献在于充实了网络环境下的协同创新理论,创造性地将知识复用和案例推理的思想用于区域协同创新中,提升知识利用率；将计算机技术有效融入管理学研究中,解决虚拟环境下创新资源的整合和创新主体的匹配与协同；提出的多元化区域创新政策理论,为构建网络环境下的区域创新政策体系和提高政策的协同性提供了理论依据。
[Abstract]:In the regional innovation system , the cooperation and coordination ability between the innovative subjects and the impact of the regional innovation output and efficiency are becoming more and more obvious , how to build the cooperation bridge between the innovative subjects and how to set up the cooperation bridge between the innovative subjects . In the network environment , the paper studies the regional cooperation innovation platform model and the mechanism and the policy system under the network environment . Therefore , this paper provides effective implementation and measures for the regional innovation in the network environment , which will help to improve the innovation ability and promote the development of regional innovation activities . The paper mainly includes the following research contents :

1 . Literature review and basic theory research . The paper lays a theoretical foundation for the future text . It points out that the regional innovation system is based on the theory of knowledge flow ( information flow ) and its characteristics as its boundary , and it points out that the regional innovation system in the network environment plays a key role in the analysis of consumer behavior , and it also puts forward the regional cooperative innovation model under the network environment .

2 . Based on the cooperation of resources and innovative subject , this paper puts forward a new model of pan - resource virtual regional innovation under the network environment .

3 . Research on regional collaborative innovation platform based on generic resource innovation model . It mainly solves two major problems of resource integration and innovation subject interaction in innovation platform .

4 . Chapter 6 elaborates the credit mechanism of regional innovation under the network environment . The causes of credit loss in regional innovation activities are revealed by means of game analysis , information economics analysis , cost - benefit analysis , etc . Then , the paper focuses on the research of perfecting the credit system of scientific research , perfecting the credit management of science and technology , optimizing the credit environment of science and technology , and studying the credit information sharing mechanism based on the network platform , and creates a good environment for regional innovation .

5 . Chapter 7 discusses the construction of regional policy system in the network environment from aspects of science and technology progress policy , intellectual property protection policy and transformation policy of scientific and technological achievements based on the theory of multi - regional innovation policy , and introduces advanced experience abroad in combination with the multi - level R & D institutions of Israel and the guidance mechanism of science and technology plan .

6 . Finally , based on the research results , the regional cooperative innovation model and the platform construction method under the network environment are applied to the construction of the regional innovation platform in Taizhou , and the problems existing in the paper are solved , the platform of Taizhou regional innovation based on cloud computing and the industry innovation platform based on knowledge multiplexing are constructed through " point - to - face integration " , and the suggestion of improving the policy system is put forward .

The contribution of this paper is to enrich the theory of cooperative innovation under the network environment , and creatively use the idea of knowledge reuse and case - based reasoning in regional collaborative innovation and improve the utilization rate of knowledge ;
The computer technology is effectively integrated into the management study , which solves the integration of innovative resources in the virtual environment and the matching and synergy of the innovative subjects ;
The proposed multi - region innovation policy theory provides a theoretical basis for the construction of regional innovation policy system under the network environment and improving the synergy of the policy .
