资源富集区县域经济协同发展研究

【摘要】：资源富集区与县域经济既彼此联系又相互支撑,并与国家发展战略紧密相关。资源富集区的可持续发展要求县域必须协同发展,县域协同发展又支撑资源富集区的区域协调发展,二者结合的关键是县域经济的协同发展。现实发展过程中,资源富集区县域经济协同发展拥有协同基础、协同环境和协同前景较好的有利条件,但也面临着来自协同意愿、协同进程、协同领域和协同保障等方面的制约。基于调查研究和文本分析,可以判断:资源富集区县域经济协同发展应以产业协同为核心、以协同机制构建为关键、以协同观念培育为保障、以环境协同治理为重点,同时,应建立"市场主导-产业驱动-政府推动"的县域经济协同发展运行机制和"交通建设-政策完善-环境保护"的县域经济协同发展保障机制,共同构成"一核心两支撑三保障"的发展逻辑。
[Abstract]:The rich area of resources and county economy are interrelated and support each other, and are closely related to the national development strategy. The sustainable development of resource-rich areas requires the coordinated development of counties, and the coordinated development of county-level regions supports the coordinated development of resource-rich areas. The key to the combination of the two is the coordinated development of county economy. In the process of realistic development, the coordinated development of county economy in resource-rich areas has the advantages of cooperative foundation, cooperative environment and good prospect of coordination, but it is also faced with the process of synergy, which comes from the willingness of coordination and the process of coordination. Coordination domain and coordination guarantee and other aspects of constraints. Based on investigation and text analysis, it can be concluded that the coordinated development of county economy in resource-rich areas should take industrial coordination as the core, the construction of cooperative mechanism as the key, the concept of coordination as the guarantee, the environment as the focal point, and the environment as the focal point. It is necessary to establish a coordinated development mechanism of county economy with "market-leading, industry-driven and government-driven" and a guarantee mechanism of coordinated development of county economy with "traffic construction-policy perfection and environmental protection". Together constitute the development logic of "one core, two supports and three guarantees".
