创新和产业融合发展是开启中国经济“新周期”的关键所在

【摘要】：当前中国经济是否进入"新周期",引发了众多争论。在中国经济新常态背景下,创新和产业融合发展,既是启动中国经济"新周期"的决定性因素,也是开启中国经济"新周期"的关键钥匙,更是推动中国经济"新周期"形成的核心途径。具体表现是:创新和产业的融合发展,是优化和塑造中国经济新结构的核心因素,影响中国潜在增长率结构性变化趋势的重要因素;是影响中国经济新旧动能转换程度和经济新动能释放空间的决定性因素;是促进中国今后投资和消费平衡增长路径形成的决定性因素。而且,创新和产业融合发展,既决定了中国今后投资结构的转换格局和投资效率的改善空间,也决定了中国经济今后一段时期内仍然依靠投资驱动增长模式的必然性和重要性;既是中国当前实施振兴制造业举措的关键所在,化解中国制造业转型升级困局的要害所在,也是引导金融体系资金进入制造业为主的实体经济部门,解决中国经济"脱实向虚"困局,防范和化解金融风险的重要手段。在推进中国情景下创新和产业深度融合发展的进程中,必须把握及处理好创新和经济、政府和市场、虚拟经济和实体经济、国有和民营以及国内和国外这"五大"关系。
[Abstract]:Whether China's economy has entered a "new cycle" has caused a lot of controversy. Against the background of the new normal state of China's economy, innovation and industrial convergence are not only the decisive factors to start the "new cycle" of the Chinese economy, but also the key to opening the "new cycle" of the Chinese economy. It is also the core way to promote the formation of the "new cycle" of China's economy. The concrete performance is as follows: innovation and industrial development are the core factors to optimize and shape the new structure of Chinese economy and the important factors to influence the structural change trend of China's potential growth rate; It is the decisive factor to influence the degree of transformation of new and old kinetic energy of Chinese economy and the space of releasing new kinetic energy of economy, and the decisive factor to promote the formation of the growth path of China's investment and consumption balance in the future. Moreover, innovation and industrial development not only determine the transformation of investment structure and the improvement space of investment efficiency in the future, but also determine the inevitability and importance of China's economy still relying on investment-driven growth model for a period of time. This is not only the key to the implementation of the current measures to revitalize the manufacturing industry in China, the key to resolving the difficulties in the transformation and upgrading of China's manufacturing industry, but also the guidance to the financial system to enter the real economy sector, which is dominated by the manufacturing industry. It is an important method to solve the problem of China's economy from reality to deficiency and to prevent and defuse financial risks. In the process of promoting the development of innovation and industrial integration in China, we must grasp and deal with the "five" relations of innovation and economy, government and market, virtual economy and real economy, state-owned and private, as well as domestic and foreign.
