绿色发展理念视域下中国经济可持续发展研究

【摘要】：生态危机和环境污染已经扩展至全球并呈现日趋严峻的态势,中国作为世界第二大经济体展现出应对全球生态问题的决心。中国提出并落实创新、协调、绿色、开放、共享的五大发展理念,特别是绿色发展理念的提出,彰显了中国全面推进经济绿色可持续发展、走向中国特色社会主义生态文明新时代的信心。绿色发展理念对中国经济可持续发展有着倒逼和推动作用。“十三五”期间是贯彻落实绿色发展理念、大力推进生态文明建设的关键时期,尊重和合理利用自然,实现人与自然、经济发展与生态保护的和谐统一,适应经济发展新常态,在绿色发展理念的指引下,实现可持续发展必将成为中国经济未来的主旋律。绿色发展理念的理论概述包括提出背景、理论来源和基本原则。国内外经济发展面临着日益严重的生态困境,提出绿色发展理念就是要顺应世界经济绿色发展转向,来解决中国经济发展的生态约束,是大力推进生态文明建设、适应经济新常态和实现中华民族永续发展的现实需要和物质前提。绿色发展理念在理论来源上,是对马克思主义生态思想、发展理论的继承和发展,是对现代西方可持续发展经济理论的批判性吸收,也吸取了中华优秀传统文化中的绿色生态智慧。绿色发展理念的基本原则包括,尊重和保护自然的原则,正确认识和合理利用自然的原则,以及坚持人与自然和谐统一、经济发展与生态保护共赢的原则。在中国实现新型现代化、实现经济转型的过程中,贯彻落实绿色发展理念、实现经济可持续发展面临诸多障碍和发展困境。一是在实现经济可持续发展过程中,人们的绿色生态意识不足、消费方式异化和生产方式粗放的问题;二是在当前经济发展规划中,绿色发展理念的制度设计和现存机制体质与经济可持续发展的目标要求相背离,主要表现为政府考核机制不合理、环境补偿机制不健全、相关市场配套不完善等问题,需要继续完善政府和市场的关系,通过全面深化改革来推进;三是绿色科技的创新与应用不足;四是经济发展的阶段性困境,表现为经济发展新常态下如何兼顾经济发展与环境保护的关系。针对以上阻碍或困境,要贯彻落实绿色发展理念、实现经济可持续发展,需要在路径选择、有效对策上作出创新性努力。一是在理论方面,树立绿色价值观、生态保护理念,建设绿色生态文化,选择绿色生活方式;二是实践方面,实现产业结构的转型升级,建立健全相关配套体系,继续发挥市场机制的决定性作用;三是制度方面,推进生态文明制度体系的建立健全,建立政府和企业的绿色考评体系,用最严格的生态保护法治来形成制度性约束;四是经验方面,还需要积极主动学习和反思西方国家经济绿色发展上的已有经验教训,结合中国具体国情,走出一条中国特色的经济绿色发展之路。
[Abstract]:Ecological crisis and environmental pollution have spread to the world and are becoming increasingly serious. As the world's second largest economy, China has shown its determination to deal with global ecological problems. China has put forward and implemented the five development concepts of innovation, coordination, green, openness and sharing, especially the idea of green development, which demonstrates that China has comprehensively promoted the green and sustainable development of its economy. Confidence in the new era of socialist ecological civilization with Chinese characteristics. The concept of green development has a pushing effect on the sustainable development of Chinese economy. The 13th Five-Year Plan period is a key period for carrying out the concept of green development, vigorously promoting the construction of ecological civilization, respecting and rationally utilizing nature, realizing the harmony and unity between man and nature, economic development and ecological protection, and adapting to the new normal of economic development. Under the guidance of the concept of green development, the realization of sustainable development will become the theme of China's economic future. The theoretical overview of the concept of green development includes the background, theoretical sources and basic principles. The economic development at home and abroad is facing an increasingly serious ecological dilemma. The idea of green development is to conform to the turn of green development of the world economy, to solve the ecological constraints of China's economic development, and to vigorously promote the construction of ecological civilization. To adapt to the new economic normal and realize the sustainable development of the Chinese nation, practical needs and material premise. The concept of green development is the inheritance and development of Marxist ecological thought and development theory, and the critical absorption of modern western economic theory of sustainable development. It also absorbs the green ecological wisdom in Chinese excellent traditional culture. The basic principles of the concept of green development include the principle of respecting and protecting nature, the principle of correct understanding and rational use of nature, and the principle of adhering to the harmony and unity between man and nature, and the principle of win-win between economic development and ecological protection. In the process of realizing new modernization and economic transformation in China, the implementation of the concept of green development and the realization of sustainable economic development are faced with many obstacles and difficulties. One is the lack of green ecological awareness, the alienation of consumption patterns and the extensive production mode in the process of achieving sustainable economic development; the other is that in the current economic development plan, The system design of the green development concept and the existing mechanism constitution deviate from the target requirements of the sustainable development of economy, which are mainly manifested in the unreasonable assessment mechanism of the government, the imperfection of the environmental compensation mechanism, the imperfect matching of the relevant markets, and so on. We need to continue to improve the relationship between the government and the market and promote it through comprehensive deepening of reform; third, the innovation and inadequate application of green science and technology; and fourth, the plight of the stage of economic development. How to take into account the relationship between economic development and environmental protection under the new normal state of economic development. In order to carry out the concept of green development and realize the sustainable development of economy, we need to make innovative efforts in path selection and effective countermeasures. One is to establish green values, the concept of ecological protection, the construction of green ecological culture, the choice of green lifestyle in theory; the other is to realize the transformation and upgrading of industrial structure in practice, and to establish and improve relevant supporting systems. Third, promote the establishment and perfection of the ecological civilization system, establish the green evaluation system of the government and enterprises, and form institutional constraints with the strictest ecological protection of the rule of law; Fourth, in terms of experience, we should actively study and reflect on the existing experiences and lessons of green economic development in western countries, and take a road of green economic development with Chinese characteristics in the light of China's specific conditions.
