资源型县域发展规划执行力研究

【摘要】:从国家层面看,“十二五”时期是全面建设小康社会的关键时期,是深化改革开放、加快经济发展方式的攻坚时期,也是实现转型跨越发展的重要时期。从山西省层面看,经济社会发展中受到经济结构深层次矛盾的困扰,国家扩大内需和促进中部崛起战略的深入实施,对能源、材料和装备的需求还将持续增加,在这一发展背景下,山西省转型综合改革配套试验区的设立标志着山西省承担了资源型经济转型这一重大主题,转型发展成为山西省域内的全局性、战略性目标,县域发展规划是国民经济和社会发展规划的重要组成部分,科学的顶层设计需要严格的执行力才能见成效,本文主要对县域发展规划执行力进行深入研究。 本文首先通过对山西区域发展规划实施情况的历史回顾与分析,从省级政府的政策导向看,国家需要和山西发展并没有得到很好地协调,并对微观行政区域产生了以能源发展为导向的深刻影响;从区域内的经济发展路径方面看,经济增长方式转变难度很大;从区域内政府发展行为看,追求短期增长效应的发展方式普遍;从区域内政府官员执政理念看,部分政府官员把个人利益放在公共利益之上,成为制约产业结构转型目标的重要障碍因素。 其次,在界定规划实施主体的基础上,总结了受文化资本、政治资本、关系资本、位置资本、人格资本等因素的制约,决策层和执行层与此相对应的行动特征。根据政策过程理论,将实施过程分为决策、执行、控制、评价等阶段,分析了规划实施主体在各个阶段的作用机制。 第三,通过构建县域发展规划执行力评价体系,从结果导向和过程导向对县域发展规划执行力进行全面考察,就结果导向的执行力评价方面,选取了预期性指标和约束性指标进行评价;就过程导向的执行力评价方面,提出了规划认知与支持力、规划保障力、组织沟通与协同力、过程控制力、实施效果力五个测量维度,并依据县域发展规划执行力测评指标体系,设置了相应的调查问卷,给出了县域发展规划执行力的计算方法。 第四,本章分析了某资源型县域产业规划和城镇规划实施中存在的风险,从结果导向和过程导向两个角度对某资源型县域发展规划执行力问题进行了系统全面的评价,分析了规划目标的执行偏差的根源,提取了规划实施过程中的主要影响因素,从实证角度分析得出规划认知力断层性特征、微观经济主体参与程度不足、监督控制机制缺位是主要影响因素,通过相关性分析得出信息公开程度、居民配合程度、中期评估机制落实与规划目标完成情况呈现出较强的正相关性。 最后,根据问卷调查结果,提出了优化执行主体在规划实施不同阶段的执行力的相关策略,并对配套制度进行相应改革为县域发展规划执行力优化提供保障。 通过本文的研究,本文在已有的规划实施评价和政府执行力的相关研究的基础上构建了县域发展规划执行力评价体系,为研究县域发展规划执行力问题提供了新的思路,从而达到降低“十二五”时期的重大决策执行风险的目的。 课题资助:本文受到山西省高校人文社科重点研究基地项目《山西省历次产业转型与升级效果分析与“十二五”相关重大决策制定与执行的风险控制研究》(代码:20120317)的资助。
[Abstract]:From the national level, the "12th Five-Year" period is the key period for building a well-off society in an all-round way. It is an important period for deepening the reform and opening up, speeding up the way of economic development. It is also an important period for the realization of the transition and development. From the Perspective of Shanxi Province, the economic and social development is plagued by the deep contradictions of the economic structure and the country expands domestic demand. To promote the deep implementation of the strategy of the rise of central China, the demand for energy, materials and equipment will continue to increase. Under this background, the establishment of the comprehensive reform test area in Shanxi province has marked the major theme of the transformation of the resource based economy in Shanxi Province, and the transformation and development become the global and strategic goal in the region of Shanxi province. The county development planning is an important part of the national economic and social development planning. The top level of scientific design needs strict enforcement ability to see the results. This paper mainly studies the implementation of the county development planning.
First of all, through the historical review and analysis of the implementation of Shanxi regional development planning, from the policy orientation of the provincial government, the national needs and the development of Shanxi have not been well coordinated, and the micro administrative region has a profound influence on the development of energy. It is very difficult to change the mode of growth. From the view of the government development behavior in the region, the development mode of the pursuit of short-term growth effect is common. From the view of government officials in power in the region, some government officials put personal interests above the public interests and become an important obstacle to the transformation of industrial structure.
Secondly, on the basis of defining the main body of planning and implementation, it summarizes the constraints of cultural capital, political capital, relation capital, position capital, personality capital, and the corresponding action characteristics of decision making and executive layer. According to the policy process theory, the implementation process is divided into decision making, execution, control, evaluation and other stages, and the implementation of the planning is analyzed. The mechanism of the role of the subject at various stages.
Third, through the construction of the evaluation system of the implementation capacity of county development planning, from the results oriented and process oriented to the comprehensive survey of the implementation force of the county development planning, the evaluation of the outcome oriented performance evaluation, the evaluation of the expectations and constraints are selected. Support force, planning support force, organizational communication and synergy, process control force, implementation effect force five measurement dimensions, and according to the county development planning execution evaluation index system, set up the corresponding questionnaire, and give the calculation method of the county development planning execution.
Fourth, this chapter analyzes the risks in the implementation of a resource based County Industrial Planning and urban planning. From the two angles of result oriented and process oriented, this chapter makes a systematic and comprehensive evaluation of the implementation force of a resource based county development planning, analyzes the root of the implementation deviation of the planning target, and extracts the main problems in the process of planning and implementation. Influencing factors, from the perspective of empirical analysis, we can find out the characteristics of the planning cognitive force fault, the lack of participation in microeconomic subjects and the absence of supervision and control mechanism is the main influencing factor. Through the correlation analysis, the degree of information openness, the degree of residents' coordination, the implementation of the medium-term evaluation mechanism and the completion of the planning target show a strong positive correlation. Finally, according to the results of the questionnaire survey, we put forward the relevant strategies of optimizing the executive body in the implementation of the different stages of planning and implementation, and carry out the corresponding reform to provide guarantee for the optimization of the implementation capacity of the county development planning.
Through the research of this paper, based on the related research of the existing planning implementation evaluation and the government executive power, this paper constructs the evaluation system of the execution capacity of the county development planning, which provides a new way of thinking for the study of the implementation force of the county development planning, thus achieving the goal of reducing the major decision-making risk in the "12th Five-Year" period.
