台商直接投资对大陆技术创新的影响研究

【摘要】:经过近三十年的两岸经贸关系发展,中国大陆已成为台湾最大对外投资地,截至2013年底,大陆累计实际使用台资达591.3亿美元,占实际吸收FDI总额的4.2%,台商投资构成大陆引进吸收FDI中的重要组成部分。自2010年6月两岸ECFA签订以来,进一步深化两岸产业合作是推动两岸经济关系持续发展的重大政策课题。深化两岸产业合作意味着需要产业结构和合作领域及方式的调整,因此,对台商直接投资的特点及对大陆影响进行深入分析,尤其是对台商直接投资与大陆的技术进步和创新能力提升的关系分析,将有助于更加客观地评价大陆利用台资的质量,为进一步深化两岸产业合作、促进两岸经济关系发展提供政策理论参考。 本论文通过搜集大量客观数据,赴台资最密集地区昆山进行实地调研,并且参考台湾经济主管部门的相关文献资料,对台商对大陆投资的特点进行了分析和归纳,总结了台商投资在投资动机、产业分布、地区分布、经营管理等方面的主要特点。在此基础上,运用计量分析模型,通过对2002-2011年全国22个地区的省际面板数据进行回归分析,检验台商直接投资是否对大陆的技术创新水平产生了正向的影响。计量分析结果表明,台商投资并未对大陆的技术创新产出产生显著的正向影响。我国大部分地区技术创新水平的提高主要依靠当地的研发人员投入和研发资本投入。其中,研发人员投入对发明和实用新型专利的申请有显著的正向影响,研发资本投入对三种专利申请均有显著的正向影响。 在定量分析的基础上,,本文对台商投资对大陆技术创新影响不显著的原因进行了定性分析,主要包括:台资企业多为加工制造业,自身的技术水平较低,在台湾当局政策阻碍下,台资企业的研发环节大多放在岛内;另一方面,部分内资企业吸收能力较弱,两岸之间的产业关联不强;再者,大陆地方政府在过去相当长时期内,招商引资主要基于“短平快”的理念,忽视投资项目的技术含量,等等。基于本文的研究结论,笔者提出了以下政策建议:进一步消除两岸之间经贸往来的政策阻碍;搭建两岸产业合作交流平台;转变地方政府招商引资观念;提高内资企业产业配套能力;提高内资企业吸收能力。
[Abstract]:After nearly 30 years of development of cross-strait economic and trade relations, the Chinese mainland has become Taiwan's largest place for foreign investment. By the end of 2013, the mainland had actually used Taiwan capital to reach 59.13 billion US dollars. It accounts for 4.2% of the total amount of FDI actually absorbed, and Taiwanese investment constitutes an important part of the mainland's introduction and absorption of FDI. Since the signing of ECFA between the two sides of the strait in June 2010, further deepening the industrial cooperation between the two sides of the strait is an important policy issue to promote the sustained development of cross-strait economic relations. Deepening cross-strait industrial cooperation means adjusting the industrial structure and the fields and ways of cooperation. Therefore, the characteristics of Taiwanese direct investment and its impact on the mainland are thoroughly analyzed. In particular, an analysis of the relationship between Taiwanese direct investment and the improvement of the mainland's technological progress and innovation capability will help to evaluate more objectively the quality of Taiwan investment used by the mainland, and in order to further deepen cross-strait industrial cooperation, To promote the development of cross-strait economic relations to provide a policy theoretical reference. By collecting a large number of objective data, this paper goes to Kunshan, the most heavily invested area of Taiwan, to carry out field research, and analyses and summarizes the characteristics of Taiwan businessmen 'investment in the mainland with reference to the relevant documents of Taiwan's economic authorities. This paper summarizes the main characteristics of Taiwanese investment in investment motivation, industrial distribution, regional distribution, management and so on. On this basis, using the econometric analysis model, through the regression analysis of the inter-provincial panel data of 22 regions in China from 2002 to 2011, this paper tests whether Taiwanese direct investment has a positive impact on the level of technological innovation in mainland China. The results of econometric analysis show that Taiwanese investment has no significant positive impact on the technological innovation output in mainland China. The improvement of technological innovation level in most regions of China mainly depends on local R & D personnel input and R D capital investment. Among them, R & D investment has a significant positive impact on the patent application for invention and utility model, and R & D capital investment has a significant positive impact on the three patent applications. On the basis of quantitative analysis, this paper makes a qualitative analysis of the reasons why Taiwanese investment does not have a significant impact on technological innovation in mainland China, mainly including: most Taiwan-funded enterprises are processing manufacturing industries, and their own technological level is relatively low. Under the hindrance of the Taiwan authorities' policies, most of the research and development links of Taiwan-funded enterprises are placed on the island; on the other hand, some domestic enterprises have a relatively weak absorptive capacity, and the industrial links between the two sides of the strait are not strong; moreover, the local governments of the mainland have been in the past for quite a long time. Attracting investment is mainly based on the concept of "short-speed", ignoring the technical content of investment projects, and so on. Based on the conclusion of this paper, the author puts forward the following policy suggestions: to further remove the policy obstacles between the two sides of the strait economic and trade exchanges; to build a cross-Strait industrial cooperation and exchange platform; to change the concept of local governments to attract investment; To improve the capacity of domestic enterprises to support the industry; to improve the absorptive capacity of domestic enterprises.
