迈向高收入:分工分化与中国的现代化转型

【摘要】：中国经过了多年的高速增长后,未来经济社会的发展是否可持续,能否顺利地完成经济增速下台阶的过程、实现转型升级而跨越高收入之墙,是亟待进一步探索的重大问题。站在分工理论的视角,中国经济能否保持继续增长而迈入高收入社会,是一个分工水平能否持续深化的问题,而社会系统的"分化模式"并由此相伴的社会结构和治理模式对其社会"分工状态"有着重要影响。只有在功能分化式的现代社会,才能真正破除限制分工深化的樊篱,推动分工的无限深化,带来经济的持续增长。中国要成功迈入高收入国家,实现创新和转型升级,需要分工的继续深化和专业化水平的不断提高,实现社会由层级式分化向功能式分化的转变,实现社会结构从金字塔型逐渐过渡到网络型、治理模式从功能泛化转向功能分化的现代化转型。所以打破官本位体制,推进政企分开、政事分开、政社分开和政资分开,将是国家治理现代化任务的重中之重。
[Abstract]:After years of rapid growth, whether the future economic and social development will be sustainable or not, whether China can smoothly complete the process of economic growth down the stairs, and to realize the transformation and upgrading and surmount the wall of high income, is an important problem that needs to be further explored. From the perspective of division of labor theory, whether China's economy can continue to grow and enter into a high-income society is a question of whether the level of division of labor can continue to deepen. And the social structure and governance model of the social system have an important influence on the social division of labor. Only in the modern society of functional differentiation can we really break down the barriers of restricting the deepening of division of labor, push forward the infinite deepening of division of labor, and bring about the sustained growth of economy. In order to successfully enter high-income countries and realize innovation and transformation, China needs to deepen the division of labor and improve the level of specialization, so as to realize the transformation of society from hierarchical differentiation to functional differentiation. The social structure is gradually transferred from pyramid to network, and the governance model is transformed from functional generalization to functional differentiation. Therefore, breaking the official standard system, promoting the separation of government and enterprise, separating government from business, separating government from society and separating government from capital will be the most important task of national governance modernization.
