被“忽视”的产业政策——创新政策的演进与未来

【摘要】：产业政策的理论源头是市场失灵,但随着研究的深入逐渐从市场主体、产业具体类别、制度环境等更多的维度拓展开来,产业政策至少从正当性的角度已经逐步向创新政策收敛,创新政策很可能是产业政策的最终归宿。创新政策理论也发端于市场失灵,研究者越来越关注创新作为复杂系统各要素之间存在的种种不适应和不匹配。创新系统可以在创新主体、网络和制度三个方面产生不同类型的失灵,而纠正这些失灵,普惠性政策的作用微乎其微,选择性政策是解决问题的主导。未来中国需要进一步提升决策能力和水平,同时推动政策体系向"创新政策3.0"的转型和发展。
[Abstract]:The theoretical source of industrial policy is market failure, but with the deepening of the research, it is gradually expanded from the market subject, the specific category of industry, the institutional environment, and so on. Industrial policy has gradually converged to innovation policy at least from the angle of legitimacy, and innovation policy is probably the ultimate destination of industrial policy. Innovation policy theory also originates from market failure. Researchers pay more and more attention to the inadaptability and mismatch between the elements of complex system. Innovation system can produce different types of failure in innovation subject, network and system, but to correct these failures, inclusive policy has little effect, and selective policy is the leading factor to solve the problem. In the future, China needs to further improve its decision-making ability and level, and promote the transformation and development of the policy system to "innovation policy 3.0".
