新常态背景下新疆新型城镇化与产业协调发展研究

【摘要】:经济新常态背景下,我国经济发展展现出速度变化、结构优化、动力转化三大特点。认识新常态,适应新常态,引领新常态,是当前和今后一个时期我国经济发展的大逻辑。产业发展和新型城镇化建设作为新阶段我国经济发展的主线,两者的协调发展是我国社会进步的必然要求。新常态背景下,丝绸之路经济带核心区建设、第二次中央新疆工作座谈会、全面深化改革、全面推进依法治国、依法治疆为新疆经济发展带来了前所未有的机遇。新形势下推进新疆新型城镇化与产业协调发展,是解决新疆城镇化质量低、城市产业基础薄弱、经济发展动力不足、城镇化与产业发展不同步等一系列问题的重要途径,是实现新疆社会稳定和长治久安的基础,更是新疆适应新常态、引领新常态的必然要求,同时对新疆经济健康可持续发展大有裨益。本研究首先梳理了国内外关于新型城镇化和产业协调发展的相关研究成果和理论基础,在对新型城镇化和产业以及两者协调发展的内涵和特征进行了较为全面总结的基础上,概括了新疆新型城镇化与产业发展的状况。其次,结合经济新常态背景,研究新疆新型城镇化建设与产业发展相互作用的互动机制,合理选取出反映二者协调发展的综合评价指标体系,对2005-2014年新疆新型城镇化与产业协调发展状况进行了测度与评价,探寻新疆新型城镇化与产业协调发展存在的制约因素。在此基础上,提出促进新疆新型城镇化与产业进一步协调发展的发展思路及政策建议。本文的主要结论为:新疆新型城镇化与产业发展具有显著的互动关联性:第一,新疆新型城镇化与产业发展的作用不断加强,但第三产业对新型城镇化的促进作用尚未凸显。第二,产业发展对新型城镇化的就业拉动不足,第三产业吸纳劳动力的能力强于第二产业,但第三产业发展缓慢。第三,工业中采掘业、原料业等传统重工业产值较高,但就业吸纳能力远不如轻工业及加工制造业。服务业中现代服务业与新型城镇化的关联程度日益加强,传统服务业作用减弱。新疆新型城镇化与产业协调发展状况正在不断改善:第一,新型城镇化综合发展水平整体呈现出稳步上升的良好态势,城镇化内部经济系统和社会系统的综合效益高于人口系统和环境系统。第二,产业综合发展水平波动上升,产业规模的综合效益大于产业投资,产业投资大于产业效率。第三,新疆新型城镇化和产业发展呈较协调状态,产业发展滞后于城镇化。
[Abstract]:Under the background of the new normal state of economy, China's economic development shows three characteristics: speed change, structure optimization and dynamic transformation. Understanding the new normal, adapting to the new normal and leading the new normal are the great logic of our country's economic development at present and in the future. The industrial development and the new urbanization construction are the main line of our country's economic development in the new stage. The coordinated development of the two is the inevitable requirement of the social progress of our country. Under the background of the new normal, the construction of the core area of the Silk Road economic belt, the second central Xinjiang work forum, the comprehensive deepening of reform, the all-round promotion of governing the country by law, and the ruling of Xinjiang by law have brought unprecedented opportunities for Xinjiang's economic development. To promote the coordinated development of new urbanization and industry in Xinjiang under the new situation is an important way to solve a series of problems, such as low quality of urbanization, weak urban industrial base, insufficient economic development power, and the synchronization between urbanization and industrial development. It is the foundation to realize the social stability and lasting stability of Xinjiang, and it is also the inevitable requirement for Xinjiang to adapt to the new normal and guide the new normal, and it is beneficial to the healthy and sustainable development of Xinjiang's economy at the same time. This research first combs the domestic and foreign related research results and the theoretical basis of the new urbanization and industry coordinated development, on the basis of a relatively comprehensive summary of the new urbanization and industry, and the connotation and characteristics of the two coordinated development. This paper summarizes the status of new urbanization and industrial development in Xinjiang. Secondly, according to the background of the new normal state of economy, this paper studies the interactive mechanism of the interaction between the new urbanization construction and the industrial development in Xinjiang, and reasonably selects the comprehensive evaluation index system which reflects the coordinated development of the two. This paper measures and evaluates the coordinated development of new urbanization and industry in Xinjiang from 2005 to 2014, and explores the restrictive factors for the coordinated development of new urbanization and industry in Xinjiang. On this basis, the author puts forward the development ideas and policy suggestions to promote the further coordinated development of new urbanization and industry in Xinjiang. The main conclusions of this paper are as follows: new urbanization and industrial development in Xinjiang have significant interaction. First, the role of new urbanization and industrial development in Xinjiang is constantly strengthened, but the role of the tertiary industry in promoting the new urbanization has not been highlighted. Second, the industrial development is insufficient to promote the employment of the new urbanization. The tertiary industry is stronger than the secondary industry in absorbing labor force, but the tertiary industry develops slowly. Third, the output value of traditional heavy industries such as extractive industries and raw materials industries is relatively high, but the employment absorption capacity is far less than that of light industry and processing industry. The relationship between modern service industry and new urbanization in service industry is increasingly strengthened, and the role of traditional service industry is weakened. The coordinated development of new-type urbanization and industry in Xinjiang is constantly improving: first, the overall level of comprehensive development of new-type urbanization is showing a good trend of steady increase. The comprehensive benefits of the internal economic and social systems of urbanization are higher than those of the population system and the environmental system. Secondly, the fluctuation of industrial comprehensive development level is increased, the comprehensive benefit of industrial scale is greater than that of industrial investment, and industrial investment is greater than industrial efficiency. Third, Xinjiang's new urbanization and industrial development show a more coordinated state, industrial development lags behind urbanization.
