河北省经济生态化发展水平评价及对策研究

【摘要】：如今的社会正在面临着大的变化:蓝天白云是美丽,没有雾霾的空气是幸福;而我们的经济社会也面临着重大的变革,经济生态化发展。生态化的经济是一个历史前进必然过程,不仅是我们发展方式变革也是人类发展过程中一个从物质到精神升华的过程。经济要生态化发展,就是我们在发展经济的同时不能以牺牲环境为代价,正确评价经济发展的质量,保护河北省的生态环境,而这也成为了本文研究的主要目的。本文通过整理国内外对经济生态化的研究,包括经济生态化发展的环境政策、低碳经济理论、循环经济理论和产业结构发展的理论基础,建立起了经济生态化水平评价相关的指标体系,通过静态和动态相结合的方法,比较了华北地区经济生态化相关主要经济指标数据后,通过AHP层次分析法分析确定指标体系中指标权重,结合河北省2010到2015年相关指标发展数据,计算出河北省2010年到2015年经济生态化发展水平指数,对河北省经济生态化水平进行评价分析,探索出河北省经济生态化发展过程中面临的问题。为河北省经济生态化发展提供对策上的指导。再借鉴国内鄱阳湖区域经济生态化发展、溧阳经济生态化发展经验和国外包括欧盟、美国、日本经济生态化发展经验,为河北省经济生态化发展提供对策,为河北省经济生态化发展对策提供指导。最后分别在环境政策方面的经济生态化、循环经济方面的经济生态化、低碳经济方面的经济生态化、产业结构方面的经济生态化四个方面进行对策研究,为河北省经济生态化发展提供建议。
[Abstract]:Today's society is facing great changes: the blue sky and white clouds are beautiful, the air without smog is happy; and our economic society is also facing major changes, economic ecological development. Ecological economy is an inevitable process of historical progress, not only the transformation of our development mode, but also a process from material to spiritual sublimation in the process of human development. To develop the economy ecologically, we should not evaluate the quality of economic development and protect the ecological environment of Hebei province at the expense of environment, which has become the main purpose of this paper. In this paper, the domestic and foreign studies on economic ecology, including the environmental policy of economic ecological development, the theory of low-carbon economy, the theory of circular economy and the theoretical basis of industrial structure development, are summarized. The index system related to the evaluation of economic ecological level is established. After comparing the main economic index data of economic ecology in North China by combining static and dynamic methods, Through AHP analysis to determine the index weight in the index system, combined with the development data of Hebei Province from 2010 to 2015, the economic ecological development level index of Hebei Province from 2010 to 2015 is calculated. This paper evaluates and analyzes the ecologicalization level of economy in Hebei Province, and explores the problems in the development of ecologicalization of economy in Hebei Province. For the economic ecological development of Hebei Province to provide policy guidance. Then draw lessons from the domestic Poyang Lake regional economic ecological development, Liyang economic ecological development experience and foreign including the European Union, the United States, Japan economic ecological development experience, to provide countermeasures for Hebei Province's economic ecological development. For Hebei Province economic ecological development countermeasures to provide guidance. Finally, the countermeasures are carried out in four aspects: the ecologicalization of environment policy, the ecologicalization of circular economy, the ecologicalization of low-carbon economy, and the ecologicalization of industrial structure. To provide suggestions for the ecological development of economy in Hebei Province.
