政府的制度供给和创新:供给侧结构性改革的关键

【摘要】：经济发展进入新常态的一个重要内容和表现,就是政府要为市场运行和社会发展设立、修改和创新行为规则,以此推动经济转型升级。为此,政府要从具体干预企业的现状转向为企业和市场提供高质量的制度供给,以制度创新为核心进行职能改革,调整管理方式和提高调控能力。要更好而不是更多地发挥政府作用;把"放手"当作最大的"抓手";"放手"不是"甩手"。具体就是要把新理念、新思想、新方法、新机构、新法规、新政策和新工作载体等,引入政府原有的制度体系、政策体系和工作体系,实现新的发展组合的能力。
[Abstract]:One of the important contents and manifestations of economic development entering the new normal is that the government should set up, modify and innovate the behavior rules for the market operation and social development so as to promote the economic transformation and upgrading. Therefore, the government should change from the current situation of specific intervention enterprises to provide high-quality institutional supply for enterprises and markets, carry on the function reform with institutional innovation as the core, adjust the management mode and improve the ability of regulation and control. Better than more government; "let go" as the biggest "grip"; "let go" not "shake hands." Specifically, it is necessary to introduce new ideas, new methods, new institutions, new laws, new policies and new work carriers into the original system, policy system and work system of the government, so as to realize the ability of new development combination.
