山东半岛蓝色经济发展水平的测度研究

【摘要】：21世纪是海洋的世纪,海洋经济的发展以及海洋资源的开发利用越来越受到世界各国的重视,而蓝色经济作为新兴的陆海统筹的经济,也逐步成为国民经济新的增长点。发展海洋产业,是我国目前重要的国家级战略。随着打造山东半岛蓝色经济区正式上升成为国家战略,标志着山东半岛蓝色经济区建设成为国家海洋发展战略和区域协调发展战略的重要组成部分。然而至今为止,针对蓝色经济发展水平的测度的研究较少,对山东半岛蓝色经济区的研究也多为以山东省整体模糊代替,针对性不强。在实践方面,我国尚未建立正式的、全面的蓝色经济发展水平的测度方法和统计指标体系。因此,这使得本文的研究具有理论与实践意义。在面对山东半岛蓝色经济区建设纳入国家发展重要战略的大的时代背景下,为从整体上反映山东半岛蓝色经济发展水平,加快蓝色经济区建设的步伐,实现山东半岛蓝色经济区科学发展,本文在阅读大量国内外文献的基础上,从蓝色经济的理论研究入手,从山东省蓝色经济发展现状出发,寻求构建蓝色经济发展水平测度的指标体系和测度评价方法,主要做了以下几方面的工作：首先本文分析了当前蓝色经济的国内外研究现状,对蓝色经济的内涵、蓝色经济区的定义、区域经济学及海洋经济学的基本理论进行了研究,结合山东半岛蓝色经济的实际情况探讨了当前蓝色经济发展所面临的社会大环境,为整篇文章奠定了前提和基础。其次围绕如何构建山东半岛蓝色经济发展水平统计指标体系进行了深入研究。在逐步推进山东半岛蓝色经济的建设过程中,完成科学的统计和测度,以此为基础才能做好决策和指导性的工作。本文从科学的角度构建了山东半岛蓝色经济发展水平的测度指标体系、确定了综合评价方法。在指标体系的筛选上,倾向于相对指标、人均指数,融入了人口即城市影响力元素,充分体现了人口因素。既融合了人口与社会可持续协调发展的思想,又充分考虑到了社会发展与蓝色经济发展水平的相互关系。体现了蓝色经济区是一个陆海统筹一体化发展的综合生态功能区的内涵,使得研究结果更加具有客观性。最后通过构建的评价指标体系,结合以上的分析,文章运用主成分分析法对青岛、烟台、威海、日照、潍坊、东营、滨州等山东半岛蓝色经济区内七个主要地级市的城市蓝色经济发展水平进行实证分析,得出半岛蓝色经济区内城市蓝色经济发展水平受城市总体经济实力和经济发展能力影响较大,同时海洋科技支撑能力的影响也较为关键；各城市在蓝色经济发展中各具优势与劣势。文章进而提出区内城市蓝色经济发展水平的提高首先要注重持续发展经济、提升整体经济实力,同时紧抓科教投入,增强科技创新能力等的政策建议,希冀山东半岛蓝色经济的发展能够迈入更高的台阶。
[Abstract]:The 21st century is the century of the ocean, the development of marine economy and the exploitation and utilization of marine resources are paid more and more attention by the world, and the blue economy, as a new land and sea economy as a whole, has gradually become a new growth point of the national economy. Developing marine industry is an important national strategy of our country at present. With the development of the blue economic zone of Shandong Peninsula, it has become a national strategy, indicating that the construction of the blue economic zone of Shandong Peninsula has become an important part of the national marine development strategy and the regional coordinated development strategy. However, so far, the research on the measurement of the blue economic development level is less, and the research on the blue economic zone of Shandong Peninsula is mostly replaced by the overall fuzzy of Shandong Province, and the pertinence is not strong. In practice, China has not yet established a formal, comprehensive blue economic development level measurement method and statistical index system. Therefore, this makes the study of this paper has theoretical and practical significance. In the face of the background that the construction of the blue economic zone of Shandong Peninsula is brought into the important strategy of national development, in order to reflect the blue economic development level of the Shandong Peninsula as a whole, and accelerate the pace of the construction of the blue economic zone, In order to realize the scientific development of the blue economic zone of Shandong Peninsula, this paper, on the basis of reading a large number of domestic and foreign literature, starts with the theoretical study of blue economy and proceeds from the present situation of the development of blue economy in Shandong Province. In order to construct the index system and measure evaluation method of blue economic development level, this paper mainly does the following work: firstly, this paper analyzes the current research situation of blue economy at home and abroad, and the connotation of blue economy. The definition of the blue economic zone, the basic theories of regional economics and marine economics are studied, and the social environment facing the development of the blue economy in Shandong Peninsula is discussed in the light of the actual situation of the blue economy in Shandong Peninsula. It lays the premise and foundation for the whole article. Secondly, it studies how to build the statistical index system of blue economic development level in Shandong Peninsula. In the process of promoting the construction of blue economy of Shandong Peninsula step by step, the scientific statistics and measurement can be completed, and the decision making and guiding work can be done well on the basis of the scientific statistics and measurement. In this paper, the index system of the blue economy development level of Shandong Peninsula is constructed from the scientific point of view, and the comprehensive evaluation method is determined. In the selection of the index system, the relative index, the per capita index, the integration of population that is urban influence elements, fully reflect the population factors. It not only combines the idea of sustainable development of population and society, but also fully considers the relationship between social development and the level of blue economic development. It reflects the connotation of blue economic zone, which is a comprehensive ecological functional area with integrated development of land and sea, which makes the research results more objective. Finally, through the evaluation index system constructed, combined with the above analysis, the article applies principal component analysis to Qingdao, Yantai, Weihai, Rizhao, Weifang, Dongying, Qingdao, Yantai, Weihai, Rizhao, Weifang, Dongying. The level of urban blue economic development of seven major prefecture-level cities in the blue economic zone of Shandong Peninsula, including Binzhou, is empirically analyzed. It is concluded that the development level of urban blue economy in the peninsula blue economic zone is greatly affected by the overall economic strength and economic development ability of the city, and the influence of the support ability of marine science and technology is also more critical. Each city has its own advantages and disadvantages in the development of blue economy. Furthermore, the paper puts forward some policy suggestions to improve the development level of urban blue economy in the region, such as the sustainable development of economy, the promotion of the overall economic strength, the strengthening of science and education input and the enhancement of the ability of science and technology innovation, etc. It is hoped that the blue economy of Shandong Peninsula will enter a higher level.
