基于阻碍度模型的区域创新驱动阻力类型分析

【摘要】:在构建区域创新驱动评价指标体系的基础上,利用TOPSIS模型计算2000—2014年中国31个省级区域创新驱动能力状况,借助阻碍因子诊断模型分析影响区域创新驱动能力提升的阻碍因素,并运用最小方差法(LSE)对区域创新驱动进行系统阻力类型划分。结果表明:(1)产业结构调整与制造业转型升级缓慢、RD经费投入强度较弱与自主创新内生动力不足成为制约区域创新驱动发展的普遍性因素。(2)不同阻碍因子对不同地区创新驱动影响作用也有所不同,未来应该针对不同区域的阻碍因子制定差别化的区域创新驱动政策。(3)在区域创新驱动提升阻力的4种模式中,以三系统中的知识创获系统、企业创新系统和创新绩效系统(K-C-E型)阻力模式最为普遍。
[Abstract]:On the basis of constructing the evaluation index system of regional innovation drive, the TOPSIS model is used to calculate the regional innovation driving capacity of 31 provinces in China from 2000 to 2014. With the help of the diagnostic model of obstacle factors, this paper analyzes the factors that affect the improvement of regional innovation driving ability, and uses the method of minimum variance (LSE) to divide the system resistance types of regional innovation drivers. The results show that: (1) the weak intensity of R D funding input and the lack of endogenous power of independent innovation are the universal factors restricting the development of regional innovation drive by different factors of industry structure adjustment and manufacturing industry transformation and upgrading. The impact of regional innovation drive is also different. In the future, different regional innovation-driven policies should be made according to the obstacles in different regions. (3) in the four models of regional innovation driving and promoting resistance, the knowledge acquisition system in the three systems should be used. Enterprise innovation system and innovation performance system (K-C-E) resistance model is the most common.
