印尼对“一带一路”的认知、反应及中国的应对建议

【摘要】："一带一路"倡议的落地与推进,需要沿线国家,尤其是关键大国的积极响应、支持和理解。作为东盟最大的经济体,印尼对"一带一路"倡议的认知与反应尤为重要。印尼对"一带一路"倡议的认知相当有限,各界的态度和反应两极化,政府层面以支持和欢迎态度为主,但部分军方和反对联盟成员存在较大疑虑;"中国威胁论"仍有一定的市场,华人群体对"一带一路"倡议较为支持;而印尼学界普遍持谨慎、怀疑甚至批评的态度。基于此,本文建议中国提高和加深印尼各界对"一带一路"倡议的认知,协商解决纳土纳问题;适当调整中国对印尼的宣传重心和方式方法;积极开展公共外交,加强人文交流与沟通;中企应重视项目质量,积极承担社会责任等。
[Abstract]:The landing and promotion of the "Belt and Road" initiative requires the positive response, support and understanding of the countries along the route, especially the key powers. As ASEAN's largest economy, Indonesia's perception and response to the Belt and Road initiative is particularly important. Indonesia's understanding of the "Belt and Road" initiative is rather limited. Attitudes and responses from all sectors are polarized, and the government level is dominated by supportive and welcoming attitudes. However, some members of the military and the opposition alliance still have some doubts; the "China threat Theory" still has a certain market, and the Chinese community supports the "Belt and Road" initiative, while the Indonesian academic circles generally hold a cautious, suspicious or even critical attitude. Based on this, this paper suggests that China should raise and deepen the awareness of the "Belt and Road" initiative in Indonesia, negotiate and resolve the Natuna issue; appropriately adjust China's propaganda focus and methods for Indonesia; and actively carry out public diplomacy. Strengthen human communication and communication; Chinese enterprises should attach importance to the quality of projects, actively undertake social responsibility.
