龙井市县域经济发展对策研究

【摘要】：县治在我国历史悠久,农村政治、经济、文化都依靠县为单位发展,因此,县是具有承上启下、连接城乡的作用,组织发展生产和维护社会稳定是县的重要职能。县是城市与乡村、农业与工业的结合部,是落实政策和管理的前沿,同时也是各种社会矛盾的交汇点和集中地区。本文通过对吉林省延边朝鲜族自治州龙井市县域经济的发展模式和发展机制的探讨,总结出了县域经济在发展中的机理以及经验教训,这对龙井市的县域经济发展具有借鉴和指导作用。通过对龙井市的经济发展现状和经济发展主要模式探讨,分析国家级贫困县吉林省延边朝鲜族自治州龙井市经济发展现状、优势与劣势,并对龙井市县域经济的发展提出了一些具有可行性的建议与意见,并结合龙井市自身的经济社会条件,指出了龙井市县域经济的发展模式。本文共分四章。第一章绪论,着重介绍了县域经济的研究背景,国内外研究综合和此论文的研究意义、研究思路和论文框架。第二章着重讲解了有关县域经济发展的相关理论。第三章着重介绍了龙井市县域经济发展的现状,并分析了主要的制约因素。第四章在之前分析的基础上,提出了龙井市县域经济发展具体的对策。通过此次研究,发现县域经济作为国民经济的基本单位,是我国工业、农业、服务业等发展的重要载体。同时因不同的地域特点,使得我国的县域经济发展呈现出了不同的发展特点,因此不能搞所谓的一刀切。县域经济的发展必须从县域自身的区域优势、市场导向类型、产业类型等方面走出自己的发展道路,要依据县域自身的区域和产业的特点,努力培育和发展具有地方特色的经济。同时,县域经济在发展的过程中也有着共同的特点,主要表现在其要以工业发展为先导,稳定农业生产和增加粮食产量,不断发展旅游业和服务业等第三产业。在十八届三中全会以后,国家在现有的体制政策上进行一些了一系列的改革和创新,赋予县级政府在财税和审批上更多的自主权,是县域经济发展的一次重要机遇。因此,县域经济的发展应该探索可持续发展道路,决不能以损害生态环境和人民群众的利益为代价,进行经济发展,应当避免各县之间的重复建设问题。
[Abstract]:The county has a long history in China, and the rural politics, economy and culture are all developed by the county. The development of the county economy must go out of its own development path from the regional advantages of the county, the type of market orientation, the type of industry and so on. It should be based on the characteristics of the region and industry of the county, and strive to cultivate and develop the county economy. It is mainly manifested in the development of industry as the guide, the stabilization of agricultural production and increasing grain output, the continuous development of the three industry of tourism and service industry.
