我国环境规制绩效评价及其与经济增长耦合性检验

【摘要】:中国作为世界上最大的发展中国家,把发展作为第一要务,,而我国目前粗放型的经济发展方式,加上我国环境规制体制不合理,体系不完善等问题,导致我国环境规制效率不高,经济发展与生态环境矛盾日益突出。因此,我国应提高环境规制效率,促进经济与环境共同、协调、可持续发展。然而,对于环境规制与经济发展的关系,学术界有着不同的观点:“遵循成本说”学者认为环境规制将造成企业的成本增加,企业效益的下降,从而阻碍我国经济的增长。“波特”假说支持者则认为当“创新补偿效应”大于规制成本时,环境规制会促进企业进行技术创新,提高生产率,从而促进经济增长。本文认为,经济发展与环境规制的关系是根据经济发展阶段的变化而变化的。那么,中国环境规制体制的效率如何?目前我国的经济增长与环境规制耦合关系如何?我国经济与环境如何才能共同、协调、可持续发展?本研究带着以上问题进行探索。 本文首先阐述环境规制内涵及分类,分析环境规制及其与经济增长关系的理论,对涉及研究主题的相关文献进行了梳理。本文认为环境规制与经济增长的关系在经济发展初期,呈负相关关系,随着经济不断发展,拐点出现后,环境规制与经济增长将呈正相关关系。其次,本文运用定性分析法从我国环境规制体制的机构设置、制度框架和规制工具三方面对我国现行的环境规制体制进行研究,发现我国目前已形成了由三大环境政策为指导的新老制度相结合的初具规模的环境规制体制。再次,本研究在设计我国环境规制绩效评价体系基础之上,运用非径向、超效率DEA模型计算了我国的环境规制效率。研究发现我国省际环境规制效率存在较大差异,但区域环境规制效率在整体上呈现出收敛趋势。然后,本文通过对环境规制效率和经济增长耦合度和耦合协调度的测量,发现我国环境规制效率和经济增长耦合度总体处于颉颃时期,但由于各区域经济发展水平和环境规制效率的高低不同,其处于颉颃时期的原因也有所差异,环境规制和经济增长关系也不相同。因此,不同区域在制定环境规制政策时应将不同地区的特殊情况纳入考虑。研究还发现环境规制和经济增长耦合协调度震荡上升,总体上处于过度调和阶段。环境规制效率和经济增长相互作用效果初显,但还有待提高。最后,本文基于已有研究结论,提出在可持续发展原则指导下,提出适用于全国的和区域化的环境规制效率提高建议。
[Abstract]:As the largest developing country in the world, China regards development as its first priority. However, China's current extensive mode of economic development, coupled with the unreasonable and imperfect system of environmental regulation in our country, As a result, the efficiency of environmental regulation in China is not high, and the contradiction between economic development and ecological environment is becoming more and more prominent. Therefore, China should improve the efficiency of environmental regulation and promote the common, coordinated and sustainable development of economy and environment. However, as to the relationship between environmental regulation and economic development, the academic circles have different views: "follow the cost theory" scholars believe that environmental regulation will cause the increase of enterprise cost and the decline of enterprise benefit, thus hindering the economic growth of our country. The proponents of "Porter" hypothesis believe that when the compensation effect of innovation is greater than the cost of regulation, environmental regulation will promote technological innovation, increase productivity and promote economic growth. This paper holds that the relationship between economic development and environmental regulation changes according to the change of economic development stage. So, what is the efficiency of China's environmental regulation system? What is the coupling relationship between economic growth and environmental regulation in China? How can China's economy and environment develop together, in harmony and in a sustainable manner? This research carries on the exploration with the above question. Firstly, this paper expounds the connotation and classification of environmental regulation, analyzes the theory of the relationship between environmental regulation and economic growth, and combs the relevant literature related to the subject of research. This paper holds that the relationship between environmental regulation and economic growth is negatively correlated at the initial stage of economic development. With the continuous development of economy, the inflection point will be positively related to environmental regulation and economic growth. Secondly, this paper uses the qualitative analysis method to study the current environmental regulation system in China from three aspects: institutional setting, institutional framework and regulatory tools. It is found that China has formed a new and old environmental regulation system based on three environmental policies. Thirdly, based on the design of the performance evaluation system of environmental regulation in China, the non-radial and super-efficiency DEA model is used to calculate the efficiency of environmental regulation in China. It is found that there are great differences in the efficiency of environmental regulation among provinces in China, but the efficiency of regional environmental regulation is converging on the whole. Then, by measuring the efficiency of environmental regulation and the degree of coupling and coordination of economic growth, it is found that the efficiency of environmental regulation and the degree of coupling of economic growth are in the antagonistic period. However, due to the different levels of regional economic development and the efficiency of environmental regulation, the reasons for the antagonistic period are also different, and the relationship between environmental regulation and economic growth is also different. Therefore, the special conditions of different regions should be taken into account when formulating environmental regulation policies. It is also found that the coupling degree of environmental regulation and economic growth fluctuates, which is generally in the stage of excessive reconciliation. The effect of the interaction between environmental regulation efficiency and economic growth is obvious, but it still needs to be improved. Finally, based on the existing research conclusions, this paper puts forward some suggestions on how to improve the efficiency of environmental regulation which is suitable for the whole country and regionalization under the guidance of the principle of sustainable development.
