德国社会市场经济生态化发展研究

【摘要】：伴随着二十世纪60、70年代绿色政治现象的出现,生态政治理念和生态运动也在经济全球化的浪潮中蔓延开来,人类社会关注的重心也随之转变为社会消费和生产方式的生态创新。德国政府率先垂范,将自己的绿色政治理念和政策从理论向实务推进,从而对欧洲乃至世界的绿色经济政治运动提供借鉴和参考。然而近年来,全球气候变暖、能源危机等各方面的变化正在使人类面临着巨大的挑战,注重环保已经成为当今社会人们的普遍共识。欧盟始终致力于通过建立碳排放交易体系这一重要的经济手段实施碳减排来应对气候变暖,欧盟碳排放交易体系(EUETS)则是目前覆盖范围最广、交易总量最大、影响力最深远的碳排放交易体系。德国作为欧盟创始国成员之一,在生态化发展方面制定的一系列可持续发展政策也为应对全球气候变化、实施碳减排起着先锋模范作用,其主张也一直对德国的经济社会运行产生深远的影响。对于新常态背景下的中国,德国社会市场经济生态化发展的框架、改革方向将为中国低碳经济发展,实现绿色经济转型以及提高生态治理体系与治理能力现代化提供宝贵的经验和启示。因此,针对德国社会市场经济生态化发展的分析很有必要。鉴于此,本论文共分六章,首先对德国社会市场经济生态化发展的相关理论进行了具体阐述,系统梳理了德国生态主义产生的背景和哲学内涵,进而总结出德国社会市场经济生态化发展的具体内容。其次,结合对德国社会市场经济生态化发展的剖析,进一步阐释了德国生态化主张的发展过程,主要包括发展的原因、内容和特征。再次,以经济、生态、社会三者为主要侧重点和切入点,深入分析了德国社会市场经济各项可持续发展的具体措施,其中经济角度选取具有代表性的德国生态税收改革来进行阐述。在以上分析的基础上,提炼出德国社会市场经济生态化发展的经济成果、社会和政治影响以及面对的挑战。最后,通过以上剖析,结合中国目前的国情,总结出德国社会市场经济生态化发展对中国绿色经济转型以及新常态下中国生态治理体系与治理能力现代化的借鉴与启示。
[Abstract]:With the appearance of green politics in the 1960s and 1970s, the ecological political idea and the ecological movement also spread in the tide of economic globalization, and the focus of attention of human society changed into the ecological innovation of social consumption and production mode. The German government has set an example and advanced its green political ideas and policies from theory to practice, thus providing reference and reference for the green economy political movement in Europe and the world. However, in recent years, global warming, energy crisis and other aspects of the changes are making the human face a huge challenge, attention to environmental protection has become a common understanding of the society. The European Union has always been committed to tackling climate warming through the establishment of a carbon emissions trading system, an important economic means to reduce carbon emissions. The European Union's carbon emissions trading system, (EUETS), is currently the most widely covered and the largest amount of trading. The most influential carbon trading system. Germany, one of the founding members of the European Union, has a series of sustainable development policies in the field of ecological development that have also played a pioneering role in tackling global climate change and implementing carbon emission reductions. Its claims have also had a profound impact on the economic and social functioning of Germany. In the framework of the ecological development of the social market economy in Germany and China in the context of the new normal, the direction of reform will be the development of China's low-carbon economy. To realize the transformation of green economy and to improve the ecological governance system and the modernization of governance ability provide valuable experience and enlightenment. Therefore, it is necessary to analyze the ecological development of German social market economy. In view of this, this paper is divided into six chapters, first of all, the related theories of the ecological development of German social market economy are elaborated in detail, and the background and philosophical connotation of German ecologism are systematically combed out. And then summed up the specific content of the ecological development of social market economy in Germany. Secondly, combined with the analysis of the ecological development of the German social market economy, this paper further explains the development process of the German ecological idea, mainly including the reasons, contents and characteristics of the development. Thirdly, taking the economy, ecology and society as the main emphasis and starting point, the paper deeply analyzes the concrete measures for the sustainable development of the German social market economy. Among them the economic angle selects the representative German ecological tax reform to carry on the elaboration. Based on the above analysis, the economic achievements, social and political impacts and challenges faced by the ecological development of the social market economy in Germany are refined. Finally, through the above analysis, combined with the current situation of China, summed up the German social market economy ecological development of China's green economy transformation and the new normal China's ecological governance system and governance capacity modernization reference and inspiration.
