用领导方式转变促进经济发展方式转变研究

【摘要】：近年来，随着我国实现全面建成小康社会目标的临近，社会主义市场经济体制已初步建立并取得了较好的成绩，但经济发展方式至今尚无实质性转变，发展中不平衡、不协调的矛盾与问题仍很突出并且不完善，推进体制改革和经济结构调整的任务依然十分艰巨。国际经济形势错综复杂充满变数，国内外经济结构深刻调整和转型，严峻的形势对加快转变经济发展方式提出了更高的要求，加快转变经济发展方式进入了攻坚阶段。当前，国家提出了加快转变经济发展方式的战略任务，从而进入了只有转变发展方式才能实现科学发展的关键时期。领导方式转变是经济发展方式转变的前提和保障，经济发展方式转变是领导方式转变的目的和基础，二者密不可分、相辅相成。要转变经济发展方式，首先必须转变领导方式。只有领导首先摆脱传统思维方式、发展方式的束缚，真正树立科学发展观和政绩观，不断分析问题，破解难题，求真务实，才能真正把科学发展观落到实处。而领导方式转变是经济发展方式转变的关键，只有加快实现领导方式转变，才能有力、有效地推进经济发展方式的转变。在面临发展方式转变的时代背景下，作为领导干部应该深入思考领导方式转变的深刻内涵，提高自身的领导水平和领导成效。进一步强化发展，要求我们必须真正突出科学发展这个主题，不断增强忧患意识、发展意识，把科学发展作为首要任务，努力在科学发展上开拓创新、不断跨越。本文着重强调了在科学发展观指导下，领导方式转变与经济发展方式转变之间的关系，充分认识用转变领导方式对加快发展方式转变的重大意义，切实把思想和行动统一到加快推进转变领导方式上来，在发展中转变，在发展中调整，，在发展中提升。为加快经济发展方式转变提供有力的保障。
[Abstract]:In recent years, with the approaching of our country's goal of building a well-off society in an all-round way, the socialist market economic system has been preliminarily established and has made good achievements. However, the mode of economic development has not yet changed substantially, and the development is unbalanced. Uncoordinated contradictions and problems are still outstanding and imperfect, and the task of promoting structural reform and economic restructuring is still very arduous. The international economic situation is complicated and full of variables, and the domestic and foreign economic structure has been profoundly adjusted and transformed. The severe situation has put forward higher requirements for speeding up the transformation of economic development mode, and speeding up the transformation of economic development mode has entered a critical stage. At present, the state has put forward the strategic task of speeding up the transformation of the mode of economic development, thus entering the critical period of only changing the mode of development to realize scientific development. The transformation of leadership style is the premise and guarantee of the transformation of economic development mode, and the transformation of economic development mode is the purpose and foundation of the transformation of economic development mode. To change the mode of economic development, we must first change the way of leadership. Only if leaders get rid of the shackles of traditional thinking mode and development mode, set up scientific development view and political achievement view, constantly analyze problems, solve difficult problems, and seek truth and pragmatism, can they truly put the scientific development view into practice. The transformation of leadership mode is the key to the transformation of economic development mode. Only by speeding up the transformation of leadership style can we effectively promote the transformation of economic development mode. Under the background of the change of development mode, as a leading cadre, we should think deeply about the profound connotation of the change of leadership style, improve their own leadership level and leadership effect. To further strengthen the development, we must really highlight the subject of scientific development, constantly strengthen the consciousness of suffering, develop consciousness, take scientific development as the primary task, and strive to blaze new trails and innovate in scientific development. This paper emphasizes the relationship between the transformation of leadership style and the mode of economic development under the guidance of scientific concept of development, and fully understands the great significance of changing the mode of leadership in speeding up the transformation of mode of development. We must earnestly unify our thinking and actions to speed up the transformation of leadership, to change in the course of development, to adjust in the course of development, and to upgrade in the course of development. To speed up the transformation of economic development to provide a strong guarantee.
