国家发展五年规划的战略分析与实践认识——以“十二五”规划为例

【摘要】：国家发展五年规划是未来五年国民经济和社会发展的宏伟蓝图,是全国各族人民共同的行动纲领,是中国特色的社会主义现代化建设的重要手段。国家发展五年规划强调结合经济、政治、社会、文化、生态"五位一体"的社会主义现代化建设,提出未来五年国民经济和社会发展的总体战略,其基本思路和关键方法是将国家领导人的战略战术思想与公共政策分析方法两者有机结合。国家发展五年规划的战略分析理论框架为:背景分析——主题与主线确定——战略定位与设计——战略实施。首先,进行五年规划背景分析,通过规划评估和发展诊断,从我国基本国情出发,对国际国内形势作出综合科学判断;同时,分析不同时期国家发展的重大矛盾和重大关系的阶段性特征,把握重点矛盾与矛盾的重点。其次,确定新一轮五年国家发展的主题与主线。然后,明确具体的战略定位,确定指导方针、进行战略目标制定和量化指标设计。最后,确定战略实施的重大任务、政策导向与项目。国家发展五年规划体现了中国特色社会主义现代化发展道路的独特性,是中国科学发展方向、战略、目标、政策之集大成。
[Abstract]:The five-year plan for national development is a grand blueprint for national economic and social development in the next five years, a common programme of action for the people of all ethnic groups in the country, and an important means for the socialist modernization drive with Chinese characteristics. The five-year national development plan emphasizes the socialist modernization drive, which combines economic, political, social, cultural and ecological "five-in-one," and puts forward an overall strategy for national economic and social development in the next five years. The basic thinking and key method is to combine the strategic and tactical thoughts of national leaders with the methods of public policy analysis. The theoretical framework of strategic analysis of national five-year development plan is: background analysis-theme and main line determination-strategic positioning and design-strategic implementation. First of all, carry out a five-year planning background analysis, through planning evaluation and development diagnosis, proceed from the basic conditions of our country, and make a comprehensive scientific judgment on the international and domestic situation; at the same time, This paper analyzes the major contradictions of national development in different periods and the stage characteristics of major relations, and grasps the emphases of key contradictions and contradictions. Second, determine the theme and main line of a new round of five-year national development. Then, clear specific strategic positioning, determine guidelines, strategic goals and quantitative indicators design. Finally, determine the strategic implementation of the major tasks, policy guidance and projects. The five-year plan of national development embodies the uniqueness of the road of socialist modernization with Chinese characteristics, and is a great achievement of China's scientific development direction, strategy, goal and policy.
