推进以改善民生为重点的经济发展方式转变研究

【摘要】：全心全意为人民服务是我们党的宗旨，以人为本是科学发展观的核心，关注民主和改善民主一直是我们的不懈追求。推进以改善民生为重点的经济发展方式转变已成为时代的最强音。2014年政府工作报告中，李克强总理明确指出，要向深化改革要动力，要以改善民生为根本。这一重大战略部署符合社会主义经济建设规律，体现了社会主义生产目的的人民性。改革开放30多年来，我国经济取得巨大进步，经济总量仅仅次于美国，进入全面建成小康社会的新时期。我们也应意识到，我国以出口、投资、消费为序列的传统经济增长方式，，单位资源消耗远远超过世界的平均数，环境恶化状况长期得不到改善，人均国内生产总值徘徊在世界100。我国传统经济增长方式对我们人民的生活造成了很大的不利影响，尤其是最能体现“以人为本”精神的民生发展指标、幸福指数和生活满意度，与发达国家相比远远落后，社会价值观念陷入单纯追求物质利益的泥潭，各种社会矛盾凸显。目前，我国处于经济发展的转型期，改革是最大的红利，以拉动内需、投资、出口为序列，着力推进以改善民生为重点的经济发展方式的转变成为落实经济稳中求进的必然趋势和战略选择。 推进以改善民生为重点的经济发展方式转变，是一个系统过程，需要科学理论的指导，加强顶层设计，更需要在实践中探索转变的现实路径。从理论上首先界定民生、经济发展方式的概念和范畴，阐释以改善民生为重点的经济发展方式转变的基本理论及其重要意义，然后在科学理论的指导下对我国传统经济增长方式对民生发展的不利影响进行分析并探寻其成因，展望未来推进以改善民生为重点的经济发展方式转变的必然性，文章结尾提出转变经济发展方式要以改善民生为重点，并对实践上实现转变的路径进行尝试性的探索，由此形成了由六个部分构成的论文架构：在第一部分基本理论概述中重点阐述转变经济发展方式与改善民生的内涵以及两者之间的关系；第二部分的理论基础由哲学基础、指导思想和思想渊源共同构成；第三部分重点分析了以改善民生为重点的经济发展方式转变对我国经济稳中求进以及改善民生的重要意义；第四部分详细分析了传统增长方式对民生的不利影响以及成因分析；第五部分阐述了转变经济发展方式要以改善民生为重点，经济发展必须以改善民生为目标，在发展理念上着力关注民生，在发展动力上坚持着力拉动内需改善民生；第六部分提出了推进以改善民生为重点的经济发展方式转变的对策。
[Abstract]:Serving the people wholeheartedly is the tenet of our Party, people-oriented is the core of the scientific development view, it is our unremitting pursuit to pay attention to democracy and improve democracy. Promoting a shift in economic development focused on improving people's livelihood has become the strongest voice of the times. In his 2014 government work report, Premier Li Keqiang made it clear that deepening reform should be driven by improving people's livelihood. This important strategic arrangement accords with the law of socialist economic construction and embodies the people's nature of socialist production purpose. Since the reform and opening up for more than 30 years, China's economy has made great progress, the total economic volume is only second only to the United States, entering a new period of building a well-off society in an all-round way. We should also realize that China's traditional economic growth pattern is based on export, investment and consumption, the unit resource consumption is far above the world average, the environmental deterioration situation cannot be improved for a long time, and the per capita GDP hovers around the world 100. The traditional mode of economic growth in our country has had a great negative impact on the lives of our people, especially the development indicators of people's livelihood that best embody the spirit of "people-oriented", the happiness index and life satisfaction, which are far behind those of the developed countries. Social values fall into the quagmire of pure pursuit of material benefits, and various social contradictions are highlighted. At present, our country is in the transition period of economic development, and reform is the biggest dividend, with stimulating domestic demand, investment and export as the sequence. Promoting the transformation of economic development mode with emphasis on improving people's livelihood has become the inevitable trend and strategic choice to carry out economic stability and progress. It is a systematic process to promote the transformation of economic development mode, which focuses on improving people's livelihood. It needs the guidance of scientific theory, the strengthening of top-level design, and the exploration of the realistic path of transformation in practice. In theory, we first define the concept and scope of the people's livelihood and the mode of economic development, and explain the basic theory and significance of the transformation of the mode of economic development, which focuses on improving the people's livelihood. Then under the guidance of scientific theory, this paper analyzes the adverse influence of traditional economic growth mode on people's livelihood and explores its causes, and looks forward to the inevitability of promoting the transformation of economic development mode with emphasis on improving people's livelihood in the future. At the end of the article, it is pointed out that the focus of economic development should be on improving the people's livelihood, and try to explore the way to realize the change in practice. This paper is composed of six parts: in the first part of the basic theory overview, the focus of the transformation of economic development mode and improve the meaning of the people's livelihood and the relationship between the two, the second part of the theoretical basis of philosophy, The third part focuses on the analysis of the significance of the transformation of the mode of economic development, which focuses on improving the people's livelihood, to the steady progress of our economy and to the improvement of the people's livelihood. The fourth part analyzes the negative impact of traditional growth mode on people's livelihood and its causes in detail. The fifth part expounds that the transformation of economic development mode should focus on improving the people's livelihood, and that economic development must aim at improving the people's livelihood. The sixth part puts forward the countermeasures to promote the transformation of economic development mode which focuses on improving the people's livelihood.
