精准扶贫“超常思维”的政策意蕴与创新空间

【摘要】：围绕中央《十三五规划》提出的"创新扶贫机制与模式,采取超常规措施"的科学论断,从政策科学和政策发展的角度论证了精准扶贫对政策设计的"未来性"诉求,提出基于内生性政策发展的扶贫政策系统观点;突显了政策行动者的主体能动性功效,主张扶贫系统兼顾"存在"特质和"生成"机制的双重特征;充分考虑政策设计的情境性和多样性,以及相应的容错机制和竞争/选择机制的融入;"超常思维"下的政策创新应锁定扶贫的主体与客体二元性、贫困性质的主观性与客观性、扶贫时限的长与短、扶贫范围的点与面,以及扶贫理论与救助实践的实质性结合,进而实现扶贫政策的延伸,保障救助工具的前瞻性和有效性,使扶贫政策不断地在"渐进精准、动态修偏"的进程中得到修正和创生。
[Abstract]:Based on the scientific argument of "innovating the mechanism and mode of poverty alleviation and taking extraordinary measures" put forward by the Central Committee in the 13th Five-Year Plan, the "futuristic" appeal of precision poverty alleviation to policy design is demonstrated from the perspective of policy science and policy development. This paper puts forward the viewpoint of poverty alleviation policy system based on endogenous policy development, which highlights the main role of policy actors and advocates the dual characteristics of "existence" and "generation" mechanism of poverty alleviation system. Fully considering the situational and diversity of policy design and the integration of the corresponding fault-tolerant mechanism and competition / choice mechanism, the policy innovation under "extraordinary thinking" should focus on the duality of the subject and the object of poverty alleviation, the subjectivity and objectivity of the nature of poverty, The time frame for poverty alleviation is long and short, the points and aspects of the scope of poverty alleviation, and the substantive combination of poverty alleviation theory and aid practice, so as to realize the extension of poverty alleviation policies and ensure the foresight and effectiveness of aid tools. So that poverty-alleviation policies are constantly revised and created in the process of "gradual precision, dynamic rectification".
