京津冀科技创新协同水平评价研究

【摘要】:自2014年京津冀协同发展上升为国家战略以来,各地政府高度重视三地的合作,在京津冀一体化背景下,研究如何做到京津冀区域内资源相互补充,实现京津冀区域科技创新协同发展,建立北京、天津、河北三地政府支持,以企业尤其是高新技术企业为主体、依托三地高校和机构创新资源的区域科技协同创新体系具有重要的意义和价值。本文通过比较单指标分析三地的经济发展水平存在着的差异和不平衡性,尤其是河北省与北京、天津两地之间。进一步地,通过科技创新单指标对比京津冀三地2006-2015年间研究与试验发展(RD)经费支出或是在研究与试验发展经费投入强度上,不同地区间经费支出的差异。论文通过构建区域科技创新指标体系,运用层次分析法确定各级指标的具体权重,结合2010年京津冀三地科技创新具体的指标数据,通过综合创新能力的对比分析三地在创新环境、创新投入、创新产出以及创新成效方面的不平衡性和差距。总体来讲,通过构建的指标体系我们分析京津冀地区科技创新综合能力,可以发现河北与北京、天津存在着一定的差距。京津冀创新能力水平的差距主要在创新投入、创新产出、创新成效方面,创新环境影响相对较小。创新投入是影响京津冀创新能力水平差异的主要方面。采用灰色关联度分析法,以北京市为参考序列,通过分析2006-2015年天津、河北与北京科技创新关联度来看三地的协同度,通过比较我们发现天津、河北与北京科技创新协同度相对较高,并且天津与北京的协同度要略高于河北与北京的协同度。河北与北京科技创新协同度较低的方面是普通高校数、RD人员全时当量、RD经费占地区生产总值的比重。主要还是创新环境和创新投入方面。最后,通过收集到的2014年、2015年北京、天津、河北三地之间在科技创新方面共同合作的一些情况来看三地之间的协同度,京津冀区域从2014年科技创新战略实施以来在科技创新合作上有很大的进步。针对京津冀区域科技创新发展的差异以及存在的问题,文章最后提出相应的建议。
[Abstract]:Since the coordinated development of Beijing-Tianjin-Hebei has become a national strategy in 2014, local governments have attached great importance to the cooperation among the three places. In the context of Beijing-Tianjin-Hebei integration, they have studied how to complement each other's resources in the Beijing-Tianjin-Hebei region. To realize the coordinated development of scientific and technological innovation in the Beijing-Tianjin-Hebei region, to establish the government support of Beijing, Tianjin and Hebei, with enterprises, especially high-tech enterprises, as the main body, It is of great significance and value for the regional sci-tech collaborative innovation system to rely on the innovative resources of universities and institutions in the three places. This paper analyzes the differences and unbalance in the economic development of the three places by comparing the single index, especially between Hebei Province and Beijing and Tianjin. Furthermore, the differences of (RD) expenditure between Beijing, Tianjin and Hebei between 2006 and 2015, or the intensity of research and experimental development expenditure, are compared by single index of science and technology innovation. By constructing the index system of regional scientific and technological innovation, using AHP to determine the specific weights of the indexes at all levels, combined with the specific index data of scientific and technological innovation in Beijing, Tianjin and Hebei in 2010, Through the comparative analysis of the comprehensive innovation ability, this paper analyzes the imbalance and gap between the three places in innovation environment, innovation input, innovation output and innovation effect. In general, by analyzing the comprehensive ability of scientific and technological innovation in Beijing-Tianjin-Hebei region, we can find that there is a certain gap between Hebei and Beijing and Tianjin. The difference of innovation ability level between Beijing, Tianjin and Hebei is mainly in innovation input, innovation output and innovation effect, and the impact of innovation environment is relatively small. Innovation investment is the main aspect that affects the level of innovation ability of Beijing, Tianjin and Hebei. By using grey relational degree analysis method, taking Beijing as reference sequence and analyzing the correlation degree of science and technology innovation between Hebei and Beijing from 2006 to 2015, we find that Tianjin is a city where the degree of synergy among the three places is compared. The synergetic degree of science and technology innovation between Hebei and Beijing is relatively high, and the synergy between Tianjin and Beijing is slightly higher than that between Hebei and Beijing. The low degree of synergy between Hebei and Beijing in science and technology innovation is the number of ordinary colleges and universities, the full-time equivalent of RD personnel, and the proportion of RD funds to the regional GDP. The main innovation environment and innovation input. Finally, through the collection of 2014, 2015, Beijing, Tianjin, and Hebei cooperation in science and technology innovation, we can see the degree of synergy among the three places. Since the implementation of science and technology innovation strategy in 2014, Beijing, Tianjin and Hebei regions have made great progress in scientific and technological innovation cooperation. In view of the differences and problems in the development of science and technology innovation in Beijing, Tianjin and Hebei, the paper finally puts forward some corresponding suggestions.
