西部地区产业结构升级及其影响因素分析

【摘要】：西部地区涉及12个省、直辖市、自治区，土地面积约占全国总面积的71%，其产业结构的调整不仅影响西部经济发展，还会对东部乃至全国的产业结构升级有着重大影响。自2000年实施西部大开发以来，西部地区经济结构发生了根本性变化，第二、三产业的产值比重不断上升，超过第一产业，2012年西部地区经济增速在全国区域中位列第一，但其经济增长主要由国有资本主导的资源、能源型产业带动，增长质量有待进一步提高。 在本文中，笔者首先回顾和阐述了产业结构相关理论，在此基础上选取西部地区产业结构为研究对象，首先在产业占比分析的基础上，借鉴已有文献建立测度产业结构水平的公式，得出地区总体产业结构水平，并以该指标为被解释变量构建产业结构升级影响因素模型。内容主要包含以下六部分：1、理论基础：主要是提出本论文的选题背景和依据；并给出论文的研究路线、方法、研究框架及研究内容。2、对国内外相关问题的研究现状及存在的问题进行了归纳和评述；对区域产业结构升级的相关概念，相关理论和相关区域产业结构研究常用分析方法进行了归纳，为以后各章的研究奠定理论基础。3、在根据三次产业占比对西部地区产业结构现状做简单描述的基础上，借鉴已有文献构建本文测度产业结构水平的指标，并计算西部各地区产业结构水平，结果表明居于前三位的依次是四川、内蒙古和重庆。4、以产业结构水平为被解释变量，利用面板回归模型分析各因素对西部地区产业结构升级的影响，结果表明：对西部地区产业结构升级具有促进作用的因素分别是：人力资本，外商直接投资，能源利用率，与预期一致；表现为阻碍作用的因素分别是：进出口贸易和固定资产投资，与预期不一致；此外，技术水平对西部地区产业结构升级的作用还未凸显出来，与预期不一致。5、在理论与实证分析的基础上，提出本文针对西部地区产业结构升级的对策建议：加大RD投入，同时建立有效的评价体系，提高RD资金的使用效率；大力发展职业教育，吸引外来优秀人才；合理引进FDI，实现“中国制造”向“中国创造”的转变；提高对外开放度，优化进出口产品结构，，提升产品技术含量；优化固定资产投资结构，建立有效的监督与评价体系，提高固定资产投资效率提高能源利用效率。6、归纳本文的主要研究结论并说明本文研究的不足之处。
[Abstract]:The western region involves 12 provinces, municipalities and autonomous regions, and the land area accounts for about 71% of the total area of the whole country. The adjustment of its industrial structure not only affects the economic development of the west, but also has a great impact on the upgrading of industrial structure in the eastern part and even the whole country. Since the implementation of the large-scale development of the western region in 2000, the economic structure of the western region has undergone fundamental changes. The proportion of the output value of the second and third industries has been continuously rising, exceeding that of the primary industry. In 2012, the economic growth rate of the western region ranked first among the national regions. However, its economic growth is mainly driven by the state-owned capital-dominated resources and energy-based industries, and the quality of growth needs to be further improved. In this paper, the author first reviews and expounds the relevant theories of industrial structure, and then selects the industrial structure of the western region as the research object, first of all, on the basis of the industrial proportion analysis, By using the existing literature to establish a formula to measure the level of industrial structure, the overall level of regional industrial structure is obtained, and the model of influencing factors of industrial structure upgrading is constructed with this index as the explanatory variable. The content mainly includes the following six parts: 1. The theoretical foundation: the background and basis of this thesis are put forward, and the research route and method are given. The research framework and research contents. 2. Summarize and comment on the current research situation and existing problems at home and abroad, as well as the related concepts of the upgrading of regional industrial structure. The related theories and the common analysis methods of the related regional industrial structure research are summarized, which lays a theoretical foundation for the later chapters. 3. On the basis of the simple description of the present situation of the industrial structure in the western region according to the ratio of the three industries, the paper makes a brief description of the current situation of the industrial structure in the western region. Using the existing literature to construct the index of measuring the industrial structure level in this paper, and calculating the industrial structure level in the western regions, the results show that the top three are Sichuan, Inner Mongolia and Chongqing in turn, and take the industrial structure level as the explanatory variable. The panel regression model is used to analyze the influence of various factors on the upgrading of industrial structure in the western region. The results show that the factors that promote the upgrading of the industrial structure in the western region are human capital, foreign direct investment, energy utilization ratio, etc. In line with expectations, the factors that hinder them are: import and export trade and investment in fixed assets, which are inconsistent with expectations; in addition, the role of technological level in upgrading the industrial structure of the western region has not yet been highlighted. On the basis of theoretical and empirical analysis, this paper puts forward some countermeasures and suggestions for upgrading the industrial structure in western China: increasing RD investment, establishing an effective evaluation system, and improving the efficiency of the use of RD funds; To develop vocational education and attract foreign talents; to introduce FDI, rationally to realize the transformation from "made in China" to "created in China"; to improve the degree of opening to the outside world, optimize the structure of import and export products, and enhance the technical content of products; Optimize the structure of fixed assets investment, establish an effective monitoring and evaluation system, improve the efficiency of fixed assets investment to improve energy efficiency. 6. Summarize the main conclusions of this paper and explain the shortcomings of this study.
