我国地方民生财政支出对城镇居民消费的影响效应研究

【摘要】：近年来，我国的经济飞速发展，居民的收入也日益增多，但不可回避的是，我国现阶段也出现了一系列的问题。我们可以从两个角度分析这些问题，从效率角度看，我国长期以投资和出口拉动经济增长，这样的经济增长模式不仅不符合市场经济发展的规律而且对我国的经济的可持续发展也会带来不利影响。从公平角度看，我国的教育、医疗、社会保障、就业等民生领域存在不平等的现象，因此也在民生领域积聚了一定的社会矛盾。如果这些问题得不到解决势必会影响我国的经济发展和社会稳定。扩大内需尤其是在我国经济体制转轨时期显得尤为重要，以消费带动经济才是经济发展的长久之计。而且在我国提倡政府尽快的转变职能，从生产型政府转向公共服务型政府的前提下，政府如果利用民生财政支出来带动居民的消费，既能改善民生问题，又能促进经济走向健康发展的道路。 通过对国内外文献的整理，可以看出，财政支出对居民消费可能存在两个方面的影响：一个是“替代作用”即财政支出会挤出居民消费，另一个是促进作用，，即政府财政支出增加有利于居民消费水平的提高。在对民生的研究中，学者们普遍认同我国的居民收入存在差距，但却鲜有人研究地方民生财政支出对不同收入阶层的居民消费的影响，因此，本文将对城镇不同收入阶层的居民消费作为研究对象。 本文首先对民生、民生财政等相关概念做了界定，其次对本文要研究的对象追根溯源即对相关的理论基础做了分析。然后运用统计计算和图表描述对我国历年的财政状况以及城镇居民消费情况做了细致的分析并讨论了地方民生财政支出水平低、城镇居民有效需求不足的原因，在实证章节通过建立地方民生财政支出与低收入阶层、中等收入阶层、高收入阶层的城镇居民消费之间关系的计量模型，得出地方民生财政支出对城镇不同收入阶层的居民消费的影响。研究的结论显示：民生财政支出对居民消费有促进作用，尤其是对城镇中的低收入者效果更为明显。在文章的最后，针对实证的结论，提出了一些政策建议。
[Abstract]:In recent years, with the rapid development of economy in our country, the income of residents is increasing day by day, but it can not be avoided that a series of problems have appeared at this stage in our country. We can analyze these problems from two angles. From the point of view of efficiency, China can stimulate economic growth by investment and exports for a long time. Such an economic growth model not only does not conform to the law of market economy development, but also has a negative impact on the sustainable development of China's economy. From the point of view of fairness, there are inequalities in education, medical care, social security, employment and other fields of people's livelihood in China, so there are some social contradictions in the field of people's livelihood. If these problems are not solved, it is bound to affect the economic development and social stability of our country. It is particularly important to expand domestic demand, especially in the period of economic system transition in China. Consumption-driven economy is the long-term solution to economic development. Moreover, under the premise that our country advocates the transformation of the function of the government as soon as possible and changes from the productive government to the public service government, if the government makes use of the financial expenditure of the people's livelihood to promote the consumption of the residents, it can not only improve the people's livelihood. It can also promote the road of healthy economic development. Through the collation of domestic and foreign literature, we can see that there may be two effects of fiscal expenditure on residents' consumption: one is the "substitution effect", that is, the fiscal expenditure will squeeze out the residents' consumption, the other is the promoting effect. That is, the increase of government fiscal expenditure is conducive to the improvement of residents' consumption level. In the study of people's livelihood, scholars generally agree that there is a gap in the income of residents in our country, but few people study the impact of local people's livelihood financial expenditure on the consumption of residents of different income strata. Therefore, This paper takes the residents' consumption of different income strata in cities and towns as the research object. This paper first defines the related concepts of people's livelihood, people's livelihood finance and so on, and then analyzes the relevant theoretical basis by tracing back to the source of the object to be studied in this paper. Then, using statistical calculation and chart description, this paper makes a detailed analysis of the financial situation and the consumption of urban residents in China over the years, and discusses the reasons for the low level of local people's livelihood financial expenditure and the shortage of effective demand of urban residents. In the empirical chapter, through the establishment of a measurement model of the relationship between local people's livelihood financial expenditure and the consumption of urban residents in the low-income class, the middle-income class and the high-income class, The influence of local people's livelihood financial expenditure on the residents' consumption of different income strata in cities and towns is obtained. The conclusion of the study shows that the financial expenditure of people's livelihood can promote the consumption of residents, especially for the low-income people in cities and towns. At the end of the paper, some policy suggestions are put forward in view of the empirical conclusions.
