云南省运营道路安全审计的事故数据采集及应用研究

【摘要】: 道路安全审计工作的顺利实施,不但要一套科学的审计体系和完整的制度予以保障,而且需要充足的数据作为基础,离开数据分析的安全审计是不可想象的。数据采集和组织的困难已经成为制约道路安全审计工作在我国快速开展的主要原因。本论文正是着眼于建立一个事故信息管理系统,为处于运营期的道路的安全审计的提供交通事故信息数据。 首先,论文介绍了运营阶段的道路安全审计的基本理论与方法;针对运营阶段的道路安全审计的内容和特点,总结了所需要的数据信息。 然后,论文分析了事故信息的采集方法和事故信息在道路安全审计中应用的三种方式:交通事故分析图、事故多发点(段)鉴别和道路安全性评价,解决了交通事故分析图和事故多发点(段)鉴别中的关键问题。 交通事故分析图的合理性关键在于交通事故示意图的合理性。论文在充分汲取前人研究成果的基础上,细化了国内交通事故分类体系;本分类体系着重强调了事故发生时车辆的运动轨迹,因而,有利于更详细地分析事故原因。然后,在交通事故分类体系的基础上,建立了适用于我国现状的交通事故示意图。交通事故示意图的建立解决了各种类型的事故在交通事故分析图中如何表示的问题,为交通事故分析图的建立奠定良好的基础。 论文以SQL SERVER 2005和.NET为平台,建立了云南省道路交通安全审计事故信息管理系统——Rosa系统,实现了各种条件下的道路事故信息查询、统计和分析。一方面,Rosa系统能提供被审计道路沿线的事故信息,解决了交通事故分析图中的事故位置的标定和事故信息的确定。另一方面,Rosa系统可以查询任意长度的路段内事故信息,方便用户统计单位长度内的事故数量,以确定事故多发点(段)。由于Rosa系统是以路段为单位进行事故的查询和统计分析,因此比其他以行政辖区为单位的事故统计系统更适合为道路安全审计组织事故数据。 最后,论文利用Rosa系统组织了昆石高速公路的事故信息,并在此基础鉴定了昆石高速公路上的一些事故多发点(段),验证了Rosa系统的可靠性与实用性。同时论文结合视频和其他资料,对昆石高速公路进行了初步的安全分析。
[Abstract]:The smooth implementation of road safety audit not only requires a scientific audit system and complete system to be guaranteed, but also needs sufficient data as the basis. It is unthinkable to leave the safety audit of data analysis. The difficulty of data collection and organization has become the main reason for restricting the rapid development of road safety audit in China. This paper is focused on the establishment of an accident letter. Interest management system. Provide traffic accident information data for road safety audit in operation period. Firstly, the paper introduces the basic theory and method of road safety audit in operation phase, and summarizes the data information needed in view of the content and characteristics of road safety audit in operation phase. Then, the paper analyzes the method of collecting accident information and three ways of application of accident information in road safety audit: traffic accident analysis map, identification of accident prone point (section) and road safety evaluation. The key problems in traffic accident analysis and identification of accident-prone points (segments) are solved. The rationality of traffic accident analysis chart lies in the rationality of traffic accident map. This classification system emphasizes the moving track of the vehicle at the time of the accident, so it is advantageous to analyze the cause of the accident in more detail. Then, on the basis of the classification system of the traffic accident. A traffic accident map suitable for our country is established. The establishment of traffic accident map solves the problem of how to express various types of accidents in the traffic accident analysis diagram. It lays a good foundation for the establishment of traffic accident analysis chart. Based on the platform of SQL SERVER 2005 and .NET, this paper establishes the information management system of road traffic safety audit accident in Yunnan Province. On the one hand, Rosa system can provide the accident information along the audited road. The calibration of the accident location and the determination of the accident information in the traffic accident analysis chart are solved. On the other hand, the Rosa system can query the accident information of any length of the road. It is convenient for users to count the number of accidents within the unit length in order to determine the accident prone points (Rosa system is based on road section as the unit for the inquiry and statistical analysis of accidents. Therefore, it is more suitable to organize accident data for road safety audit than other accident statistics system based on administrative area. Finally, the paper uses the Rosa system to organize the accident information of Kunshang Expressway, and on this basis, identifies some accident prone points (sections) on the Kun-Shi Expressway. The reliability and practicability of Rosa system are verified. At the same time, combined with video and other data, the paper makes a preliminary safety analysis of Kunshi Expressway.
