关于发挥高校审计免疫系统功能的思考

【摘要】：审计的本质就是国家经济社会运行的免疫系统。高校审计中带有普遍性的是涉及到经济利益和学生利益的问题:基建项目投入大、负债沉重;账外设账;科研经费管理不规范;收取押金杂费和超标准收费;食堂管理不规范等。高校审计应当充分发挥免疫系统的揭示功能,对高校存在的负债沉重,资金周转困难等实际情况予以披露。同时认真总结分析其存在的深层次原因,从体制上进行把握,找出合理的解决方案和对策,切实促进高校的健康有序发展。
[Abstract]:The essence of audit is the immune system of the national economic and social operation. In the audit of colleges and universities, the problems related to economic interests and students' interests are universal: the capital construction projects are heavily invested, and the liabilities are heavy; External equipment account; The management of scientific research funds is not standardized; Collect deposit fees and surcharge charges; College audit should give full play to the function of revealing immune system and be heavily indebted to the existence of colleges and universities. At the same time, the deep reasons of its existence are summarized and analyzed seriously, the system is grasped, reasonable solutions and countermeasures are found, and the healthy and orderly development of colleges and universities is effectively promoted.
