审计信息化项目建设中沟通管理的研究

【摘要】： 随着“金审工程”项目的启动,全国各地的审计机关都以高涨的建设热情投入其中,分别在网络系统建设、应用系统建设、资源数据库建设和硬件系统建设等方面取得成效,但在建设和使用过程中,却都不同程度地存在建设受挫和推进困难的问题。初步原因分析,在于项目初期对后续应用推进的情况估计不足,对相关审计人员的使用能力分析不够,同时情况跟踪和沟通管理不到位,致使出现了重视系统软硬件的投入而轻视了系统应用推动过程中的沟通管理,从而影响了审计信息化项目建设的最终目标。本文对项目管理中的沟通管理进行了较为全面的研究,综合运用沟通网络、沟通形式、沟通方法、沟通中的心理因素以及沟通障碍的化解等相关知识,通过分析审计信息化项目建设和应用过程中的出现问题的现象和深层原因,探讨相应的沟通策略,对实施过程中所能运用的沟通手段进行效率评估,希望以此推进审计IT项目建设和应用的顺利开展。首先,对审计信息化应用和沟通管理领域的研究现状进行了讨论分析,分析了在审计IT项目建设中进行沟通管理的背景和意义,指出有效的沟通管理对于项目的成功极为重要,有效的沟通管理是连接项目计划和建设成果的重要环节,是实现系统改进和项目目标的重要手段。其次,研究了沟通管理的相关基础知识,对其含义、模型和作用。对审计信息化项目做了概括性描述,并研究了信息化与审计业务的关系和影响,找到需要运用沟通管理知识和手段来解决审计信息化项目中的问题。再次,是对沟通管理策略的研究,分析了审计信息化项目建设所处的客观环境及其特征,研究了沟通中需要涉及到的沟通客体、沟通形式、沟通网络、沟通方法和沟通障碍。接着,提出了有效沟通的方法,对其中的信息因素、人的因素、组织因素和环境因素进行了定义。对有效沟通中的正确性原则、完整性原则、及时性原则和非正式组织运用原则进行了描述,并进一步指出,对于跨专业的沟通管理应该更具有积极性和建设性。然后,是对工作中的审计信息化项目案例的应用研究,研究了项目建设中存在的偏差,改善项目成果的沟通管理措施,以及对沟通手段的效率评估。最后,对本文所做的主要工作进行了总结和展望。
[Abstract]:With the start of the "Golden Audit Project" project, audit institutions throughout the country have invested in the project with a high level of enthusiasm for construction, respectively, in the areas of network system construction, application system construction, resource database construction, and hardware system construction, and so on.However, in the process of construction and use, there are various problems of setbacks and difficulties in construction.The preliminary cause analysis lies in the insufficient estimate of the initial stage of the project for the subsequent application, the insufficient analysis of the ability of the relevant auditors to use it, and the inadequate situation tracking and communication management.As a result, attention has been paid to the investment of software and hardware of the system and the communication management in the process of promoting the application of the system has been despised, thus affecting the final goal of the construction of the audit information project.This paper makes a comprehensive study on communication management in project management, synthetically using related knowledge such as communication network, communication forms, communication methods, psychological factors in communication and the solution of communication obstacles, etc.By analyzing the phenomena and deep causes of the problems in the construction and application of the audit information project, this paper discusses the corresponding communication strategies, and evaluates the efficiency of the communication means that can be used in the process of implementation.It is hoped that the construction and application of audit IT projects will be carried out smoothly.First of all, this paper discusses and analyzes the current research situation in the field of audit information application and communication management, analyzes the background and significance of communication management in the construction of audit IT projects, and points out that effective communication management is extremely important to the success of the project.Effective communication management is an important link between project planning and construction results, and an important means to achieve system improvement and project objectives.Secondly, it studies the basic knowledge of communication management, its meaning, model and function.This paper gives a general description of the audit information project, studies the relationship and influence between the information technology and the audit business, and finds out the need to use the knowledge and means of communication management to solve the problems in the audit information project.Thirdly, it studies the communication management strategy, analyzes the objective environment and characteristics of the audit information project construction, studies the communication object, the communication form, the communication network, the communication method and the communication barrier.Then, the effective communication method is proposed, and the information factors, human factors, organizational factors and environmental factors are defined.This paper describes the principles of correctness, completeness, timeliness and the application of informal organization in effective communication, and further points out that the management of cross-professional communication should be more positive and constructive.Then, the paper studies the application of the audit information project in the work, studies the deviation existing in the project construction, the communication management measures to improve the project results, and the efficiency evaluation of the communication means.Finally, the main work done in this paper is summarized and prospected.
