兰州市公共自行车项目运营绩效审计研究

【摘要】:随着城市机动化进程的加快,交通拥堵、空气污染、噪音污染、能源损耗等问题日益明显,这些问题严重影响了我国城市未来的发展,政府开始大力提倡以低污染、低消耗、低排放为目标的低碳经济交通。公共自行车具有无污染、无排放、占地面积小等特征,在短距离出行方面具有明显优势,是创建城市可持续绿色交通系统不可缺少的组成部分。对公共自行车项目的运营情况进行研究,可以为进一步发展完善公共自行车项目、缓解城市交通拥堵压力提供建议。有关公共自行车项目运营绩效审计的研究,国内外学者大多是从公共自行车项目运营出现的问题及对策、对出行方式选择的影响、系统建设等方面来进行研究,较少有学者对公共自行车项目的运营状况做绩效审计研究。本文在对国内外学者有关公共自行车项目研究的文献进行研究和分析的基础上,结合公共自行车项目运营的影响因素和兰州市公共自行车项目运营的现实状况,选取合适的研究方式,对其进行绩效审计研究。兰州市公共自行车项目于2014年6月开始正式投入运行,是兰州市“畅交通、治污染”的重要举措之一,自试运营开始便获得了市民好评,但在运营过程中,也存在着租赁网点不均衡、人为破坏等问题。在此情况下,兰州市公共自行车项目的运营情况如何、未来的发展应考虑哪些因素等问题引起了人们的关注。因此,本文选取兰州市公共自行车项目为主要研究目标,对其项目运营后的绩效现状进行审计。在以前学者有关公共自行车项目和绩效审计理论研究的基础上,结合兰州市公共自行车项目发展现状,选取政府履责、环境效益、社会效益和经济效益四个方面为主要研究内容,通过问卷调查等方法,分析该项目运行后的使用情况和使用效果,找出项目发展中存在的问题,评价该项目的绩效状况,结合项目的发展需求,给兰州市公共自行车项目的完善提出合理建议。通过本文的研究分析,希望对兰州市公共自行车项目未来的发展有所帮助。
[Abstract]:With the acceleration of urban motorization process, traffic congestion, air pollution, noise pollution, energy loss and other problems become increasingly obvious. These problems have seriously affected the future development of cities in China. The government began to vigorously promote low pollution, low consumption, and so on. Low emission targets for low-carbon economic transport. Public bicycle has the characteristics of no pollution, no emission, small area and so on. It has obvious advantages in short distance travel and is an indispensable part of building a sustainable green transportation system in the city. The study on the operation of the public bicycle project can provide suggestions for further development and improvement of the public bicycle project and for alleviating the pressure of urban traffic congestion. About the research of public bicycle project operation performance audit, domestic and foreign scholars mostly from the public bicycle project operation problems and countermeasures, the impact on the choice of travel mode, system construction and other aspects of research. Few scholars do performance audit research on the operation of public bicycle project. Based on the research and analysis of domestic and foreign scholars' literatures on public bicycle project, this paper combines the influencing factors of public bicycle project operation and the actual situation of public bicycle project operation in Lanzhou City. Select the appropriate research methods, and carry on the performance audit research to it. The Lanzhou Public Bicycle Project, which was officially put into operation in June 2014, is one of the important measures to "smooth traffic and control pollution" in Lanzhou City. Since the beginning of the trial operation, it has been well received by the public, but in the process of operation, There are also rental network imbalance, artificial destruction and other problems. In this case, the operation of public bicycle projects in Lanzhou City, what factors should be considered in the future development has attracted people's attention. Therefore, this paper selects the public bicycle project in Lanzhou as the main research objective, and audit the performance of the project after operation. On the basis of previous scholars' research on public bicycle project and performance audit theory, combined with the present situation of public bicycle project development in Lanzhou City, the government is chosen to perform responsibility and environmental benefit. Four aspects of social and economic benefits are the main contents of the research. By means of questionnaire survey, this paper analyzes the use and effect of the project after operation, finds out the problems existing in the development of the project, and evaluates the performance of the project. According to the development demand of the project, some reasonable suggestions are put forward for the improvement of the public bicycle project in Lanzhou. Through the research and analysis of this paper, I hope it will be helpful to the future development of public bicycle project in Lanzhou.
