【摘要】：上世纪70年代,经济学家穆罕默德·尤努斯创建的孟加拉格莱珉银行开创了向穷人提供小额信贷服务的先河。小额信贷作为一种新的扶贫思路,在世界范围内特别是发展中国家得到了大力发展。上世纪90年代,小额信贷作为国际公认的有效扶贫工具被引入我国,经过二十年的不懈努力,为我国农村扶贫做出了重要贡献,也成为了农村金融的有力补充。各国小额信贷机构的发展经验显示,为了长期的扶贫目标,小额信贷机构必须在坚持扶贫宗旨的同时,保证自身的可持续发展,从福利主义向公益性制度主义转型。而我国公益性小额信贷机构大多还是基于依赖捐款,无法自负盈亏的公益性福利主义小额机构。他们因资金来源不稳定、管理水平较低等原因,在向公益性制度主义小额信贷转变的过程中面临很多困难。如何实现我国公益性小额信贷机构的可持续发展、公益性小额信贷未来有哪些发展趋势成为了目前学术界和机构自身关注的焦点。本文由5个部分组成：第一部分阐述本文的研究背景及研究意义,研究思路和主要研究方法,同时,对国内外的相关文献进行归纳分析；第二部分介绍公益性小额信贷涉及的相关理论,公益性小额信贷的概念和特点,分析公益性小额信贷组织存在的必要性和作用；第三部分通过对几个国外小额信贷机构的实践模式进行分析,总结国外小额信贷机构对目前我国公益性小额信贷机构发展有启示的发展经验；第四部分详细介绍我国公益性小额信贷的发展历程,通过以目前我国最大的公益性小额信贷机构中和农信为例,分析其可持续发展的原因以及我国公益性小额信贷组织都面临的困境；第五部分结合国内外小额信贷机构的发展经验,对我国公益性小额信贷未来的发展提出建议。
[Abstract]:In 70s, Grameen Bank economist Mohamed Yunus created a microfinance services to the poor precedent. Microfinance as a new approach to poverty alleviation in the world, especially in developing countries have been developing vigorously. The last century in 90s, microfinance effective poverty alleviation tools as an international recognized was introduced into China. After twenty years of unremitting efforts, has made an important contribution to rural poverty reduction in China, has become a powerful complement of rural financial development. The experience of all microfinance institutions, for the long-term goal of poverty eradication, microfinance institutions must adhere to the principle of poverty alleviation in at the same time, to ensure the sustainable development of the transition from welfare to the public of institutionalism. In China, the non-profit microfinance institutions are based on public interest can not rely on donations, self financing Welfare microfinance institutions. Their sources of instability, the level of management is low, facing many difficulties in the process of Marxism to public welfare system of microfinance in the transformation. How to realize the sustainable development of China's public welfare microfinance institutions, nonprofit microfinance to what the development trend has become the focus of academic circles and institutions the attention at present.
This paper consists of 5 parts: the first part introduces the research background and research significance, and research ideas and research methods, and the relevant literature at home and abroad were analyzed; the second part introduces the related theories of public welfare microfinance involves the concept and characteristics of public micro credit, analysis the necessity and function there are public welfare microfinance organizations; the third part carries on the analysis through the practice mode of several foreign microfinance institutions, summed up the foreign microfinance institutions have development experience and Revelation of the current development of China's public welfare microfinance institutions; the fourth part introduces the development process of China's public welfare microfinance, through to the country's largest the public welfare microfinance institutions and rural credit as an example, analyses the reasons of sustainable development and China's public welfare microfinance organizations are facing The fifth part, in combination with the development experience of microcredit institutions at home and abroad, puts forward some suggestions on the future development of microcredit in China.
