【摘要】：上海市大学生创业基金会(以下简称“创业基金会”)是全国首家传播创业文化、支持创业实践的非营利性公募基金会。创业基金会开创性地探索“公益+市场”的模式,搭建公益基础上的社会化、市场化科技创业服务平台,探索了公益事业可持续发展之路。作为中国关注创业环境培育、资助年轻人创业的先行者,创业基金会本身发展本身也是一个创业的过程,是一个探索和创新的过程。本文按照提出问题、分析问题和解决问题的研究思路,首先对创业基金会这一机构作了简要介绍。我们通过PEST环境分析、行业发展环境分析等了解到创业服务已然形成新的业态,创业的环境不断优化,对创业基金会的发展也带来机遇。经过八年的积累,创业基金会已具备了创业服务相关各类渠道和资源,但由于体制机制和人力资源的限制,资源整合能力和专业性上还需要进一步提升。国际上已有类似成功的经验可供创业基金会学习和借鉴,美国的考夫曼基金会、Y Combinator以及以色列的首席科学家办公室都是很好的案例。基于SWOT分析方法,创业基金会能作出更为准确的定位和发展战略选择。在“打造专业化、市场化、且具有全国影响力的科技创业基金会”这一总体战略目标的指引下,创业基金会应采用目标集聚战略,专注于服务初创期的年轻创业者和创业企业,一切从创业者和创业企业的需求出发。在具体实施中,低成本和差异化战略并行,利用公益的平台化运营获取低成本的创业资源,为面广量大的年轻创业者提供起步的机会,同时要利用市场化的机制,为发展潜力大的榜样企业提供个性化的服务,从而创造产品和服务的竞争优势。为保障战略的顺利实施,创业基金会需从创新产品设计,组织结构调整,优化人才队伍建设,加强业务协同、提升资源使用效率等方面制定保障措施。
[Abstract]:Shanghai University Student Entrepreneurship Foundation (hereinafter referred to as "Entrepreneurship Foundation") is the first in China to spread entrepreneurial culture. The non-profit public offering foundation which supports the practice of entrepreneurship. The foundation explores the mode of "public welfare market", builds the socialized and market-oriented service platform of science and technology entrepreneurship on the basis of commonweal. As a pioneer who pays attention to the cultivation of entrepreneurial environment and supports young people to start a business, the development of the foundation itself is also a process of entrepreneurship. It is a process of exploration and innovation. According to the research ideas of putting forward problems, analyzing problems and solving problems, this paper first gives a brief introduction to this institution. We use PEST to analyze the environment. Industry development environment analysis has learned that entrepreneurial services have formed a new form of business, entrepreneurial environment has been optimized, the development of entrepreneurial foundations also brings opportunities. After eight years of accumulation. The Entrepreneurship Foundation already has a wide range of channels and resources related to entrepreneurial services, but due to institutional mechanisms and human resources constraints. The ability of resource integration and professionalism need to be further improved. There are similar successful experiences in the world for the foundation to learn and learn from, the Kaufman Foundation of the United States. Y Combinator and Israel's Office of the Chief Scientist are good examples. Based on SWOT analysis. The foundation can make more accurate orientation and strategic choice of development. Under the guidance of the overall strategic goal of "creating a specialized, market-oriented, and national impact science and technology entrepreneurship foundation". The foundation should adopt the goal agglomeration strategy, focus on the young entrepreneurs and enterprises in the initial period of service, all from the needs of entrepreneurs and entrepreneurial enterprises, in the specific implementation. Low cost and differentiation strategy parallel, using the platform of public welfare operation to obtain low-cost entrepreneurial resources, for a wide range of young entrepreneurs to start the opportunity, at the same time to use the market-oriented mechanism. In order to ensure the smooth implementation of the strategy, the foundation should design innovative products and adjust the organizational structure to provide individualized service for the example enterprises with great development potential, thus creating the competitive advantage of products and services. Optimize the construction of talent team, strengthen business coordination, improve the efficiency of resource use and other aspects of security measures.
