【摘要】:近年来,北京市进行了大规模、快速的保障性住房建设以应对城市中低收入家庭的住房需求,其中建树与问题并存。当前正值北京市保障性住房发展建设承上启下的关键时期,有必要及时对以往保障性住房工作进行系统梳理、发现问题并提出应对策略,为日后的住房保障工作提供借鉴。 公共服务设施与民生息息相关,本文以保障性住房公共服务设施配置水平为切入点,对北京市保障性住房规划建设效果进行实证评估,既符合以人为本的新型城镇化的具体要求,亦呼应了当前社会各界所关注的热点问题。 本文在梳理北京市保障性住房建设实际情况的基础上,对北京市典型保障性住房进行实证研究,选取北京市2007年后开工建设的典型保障性住房项目(瑞旗家园、苏家坨同泽园及唐家岭新城)为实证研究对象,采用实地观察和访谈调查等研究方法,对保障性住房公共服务设施配置现状、居民需求特征及居住满意度等进行调查分析。研究发现,保障性住房居民对公共服务设施的需求及满意度存在主观差异(受到居民年龄及健康状况、家庭生命周期、家庭收入及消费水平、入住前居住条件等方面的影响);但整体来说,对居民满意度评价影响最大的因素为公共服务设施的便利性、经济性和服务质量。 以宏观梳理及微观调查为基础,笔者从“质”和“量”两个角度、“城市”与“住区”两个层面分析了保障性住房公共服务设施的配置问题及相关制约因素,,指出近年北京市保障性住房公共服务设施配问题包括:规划设计“低标准”、建设实施“不到位”、建后运营管理“脱节”,公共服务设施可达性差、数量不足、服务水平有限、收费不合理等;制约保障性住房项目公共服务设施发展的因素包括:相关规范缺乏针对性、开发逐利与政府监管漏洞、规划选址与城市关系割裂、大规模快速建设存在弊端、公共服务设施配置存在程式化缺陷。最后,笔者以“公平有效”及“适度保障”为目标,以“以人为本”、“资源共享”、“系统化”和“弹性发展”为基本原则,对已建保障性住房公共服务设施现存问题提出较为务实的调整建议,包括查缺补漏、功能复合、优先应急和招商引导;并对北京市未来保障性住房公共服务设施配置提出展望:笔者基于对保障性住房规划建设“程序”的理解,提出北京市未来住房保障工作的优化构想,即“以人为本”地调整保障性住房公共服务设施配建“程序”、将人文关怀贯穿于保障性住房规划建设全过程。
[Abstract]:In recent years, Beijing has carried out large-scale, rapid construction of affordable housing to meet the housing needs of low-income families in the city. Construction and problems coexist. At present, the construction of affordable housing construction in Beijing is a crucial period, it is necessary to sort out the past housing work systematically, find the problems and put forward countermeasures. For the future housing security work to provide reference. Public service facilities are closely related to people's livelihood. This paper takes the allocation level of public service facilities of affordable housing as a starting point to make an empirical evaluation of the effect of the construction of affordable housing planning in Beijing. It is not only in line with the specific requirements of people-oriented new urbanization, but also in response to the current hot issues concerned by all walks of life. On the basis of combing the actual situation of housing construction in Beijing, this paper makes an empirical study on typical affordable housing in Beijing. Select the typical affordable housing projects (Ruiqi homeland, Sujiatuo Tongze Garden and Tangjialing New Town) which started construction after 2007 in Beijing as the empirical research object, and adopt the field observation and interview investigation and other research methods. The present situation of the public service facilities allocation, the characteristics of residents' needs and the satisfaction degree of the residents are investigated and analyzed. There are subjective differences in the demand for and satisfaction with public service facilities (by age and health status, family life cycle, household income and consumption level). The influence of living conditions before occupancy; But on the whole, the most influential factors to the evaluation of residents' satisfaction are the convenience, economy and service quality of the public service facilities. On the basis of macroscopical combing and micro investigation, the author analyzes the allocation of public service facilities of affordable housing from the two aspects of "quality" and "quantity", "city" and "residential area". It is pointed out that in recent years, the problems in the allocation of public service facilities of the affordable housing in Beijing include: low standard in planning and design, "not in place" in construction, "disconnection" in operation management after construction, and poor accessibility of public service facilities. The quantity is insufficient, the service level is limited, the charge is unreasonable and so on; The factors that restrict the development of public service facilities of affordable housing projects include the lack of pertinence of relevant norms, the loopholes of development and government supervision, the separation of the relationship between planning location and cities, and the drawbacks of large-scale and rapid construction. Finally, the author aims at "fair and effective" and "moderate security", "people-oriented" and "resource sharing". "systematization" and "flexible development" as the basic principles, put forward some practical suggestions to the existing problems of the public service facilities of the built affordable housing, including checking and filling gaps, function compound, priority emergency and investment guidance; And put forward the prospect of the public service facilities allocation of the future supportable housing in Beijing: based on the understanding of the "procedure" of the planning and construction of the supportable housing, the author puts forward the optimization conception of the housing security work in the future of Beijing. That is to say, "people first" adjusts the "procedure" of the construction of the public service facilities of the indemnificatory housing, and runs through the whole process of the planning and construction of the indemnificatory housing.
