湖南林权抵押贷款障碍与对策研究

【摘要】:自2003年实施集体林权制度改革以来,我国集体林地产权逐渐明晰,在确权工作完成后,林业承包户获得了林权证,真正成为了拥有林地使用权、林木所有权的主体,林农、林业企业生产经营积极性空前高涨,林改区农民林业收入也不断提高。然而,由于林区经济发展相对滞后,林农、林业企业在获得林地经营权之后,大多遇到了资金瓶颈约束。由于缺乏有效的资金支持,林农、林业企业的生产、经营受到了严重制约,林业生产、发展受到了较大的影响,而以森林资产作为抵押,向金融机构审请林权抵押贷款,可以在一定程序上缓解林农、林业企业的资金瓶颈约束,拓宽林业融资渠道,加快林业产业的发展。因此,研究林权抵押贷款的发展问题,具体重要的理论意义和现实价值。 湖南作为中部省区,林权改革起步相对较晚,直到2008年3月才开始启动林权制度改革工作,经营5年多的发展,湖南已基本完成集体林确权工作,并对绝大多数的林地发放了林权证,为林权抵押贷款业务的发展奠定了良好的物质基础。但是,受各方面因素的影响,湖南林权抵押贷款尚未实现规模化发展,林权抵押贷款并没有成为缓解林农资金约束的有效途径。论文在市场调查的基础上,总结了湖南林权制度改革及林权抵押贷款业务的发展现状,从有效需求不足、有效供给不足、信息不对称等视角分析了影响湖南林权抵押贷款业务发展的因素,并分别从中观层面、宏观层面、微观层面、三个方面,提出了如何加强林权抵押贷款的法律建设,强化林权抵押贷款的政策宣传等,促进湖南林权抵押贷款业务发展的对策和建议。 笔者论文,论文的创新之处在于:一是结合必要的市场调查,结合湖南的实际情况,有针对性地分析了影响湖南林权抵押贷款业务发展的具体因素,并提出了促进湖南林权抵押贷款业务发展的政策建议;二是综合运用经济学基本理论,从有效需求不足、有效供给不足、信息不对称等视角,分析了影响湖南林权抵押贷款障碍的因素,为进一步提出促进湖南林权抵押贷款业务发展的对策奠定了必要的基础。但是,由于数据收集难度较大,加上时间有限,论文在实证分析方面存在一定的不足,笔者将针对这些问题展开深入的后续研究。
[Abstract]:Since the implementation of the reform of collective forest tenure system in 2003, the property rights of collective forest land in our country have gradually become clear. After the completion of the right to confirm the right, the forestry contractor obtained the forest right certificate, which really became the right to use the forest land. The main body of forest ownership, forest farmers, forestry enterprises, the enthusiasm of production and management of unprecedented high, forest reform area farmers' forestry income also continues to improve. However, due to the relative lag in the development of forest area economy, forest farmers. After obtaining the forest land management right, most forestry enterprises have met with the constraint of capital bottleneck. Due to the lack of effective fund support, the production and management of forest farmers and forestry enterprises have been severely restricted, and forestry production has been seriously restricted. The development has been greatly affected, and with forest assets as collateral, to the financial institutions to review forest tenure mortgage loans, can alleviate forest farmers, forestry enterprises in a certain process of capital bottleneck constraints, and broaden the financing channels of forestry. Therefore, it is of great theoretical significance and practical value to study the development of forest property mortgage loan. Hunan as a central province, forest property reform started relatively late, until March 2008 began to start the reform of forest tenure system, management for more than five years of development, Hunan has basically completed the collective forest ownership work. And to the vast majority of forest land issued forest tenure certificate, for the development of forest tenure mortgage loan business laid a good material foundation. However, affected by various factors, Hunan forest tenure mortgage loan has not yet achieved large-scale development. Forest tenure mortgage loan has not become an effective way to ease the financial constraints of forest farmers. On the basis of market investigation, the paper summarizes the current situation of Hunan forest tenure system reform and the development of forest tenure mortgage loan business. From the perspective of insufficient effective demand, insufficient effective supply and asymmetric information, this paper analyzes the factors that affect the development of Hunan forest right mortgage loan business, and respectively from the meso-level, macro-level, micro-level, three aspects. The countermeasures and suggestions on how to strengthen the legal construction of forest right mortgage loan, strengthen the policy propaganda of forest right mortgage loan and promote the development of Hunan forest right mortgage loan are put forward. The author of the paper, the innovation of the paper lies in: first, combined with the necessary market research, combined with the actual situation in Hunan, targeted analysis of the impact of Hunan forest tenure mortgage business development of specific factors. And put forward the policy suggestions to promote the development of Hunan forest property right mortgage loan business; The second is the comprehensive use of the basic theory of economics, from the perspective of insufficient effective demand, insufficient effective supply and asymmetric information, this paper analyzes the factors that affect the barriers of forest property mortgage loan in Hunan. In order to further promote the development of Hunan forest tenure mortgage business to lay the necessary foundation. However, due to the difficulty of data collection, coupled with the limited time, the paper has some shortcomings in empirical analysis. The author will carry out further research on these problems.
