长株潭城市群产业转移路径研究

【摘要】：长株潭城市群作为湖南省“两型社会”建设的重点区域,其发展形势的好坏直接关系到湖南省乃至整个中部地区的发展。纵观国内外后进国家或地区的发展历程,产业转移是每一个后进国家和地区实现经济跨越式的必经之路。本文在对长株潭城市群近年来产业转移现状与存在的问题进行分析的基础上,从产业选择和空间配置两个方面进行研究,为长株潭城市群在未来一段时间内产业转移提供新的思路。本文以此为研究切入点,借鉴国内外相关理论,在深入分析国内外专家相关研究成果的基础上,结合长株潭城市群产业转移的基础、现状,对产业转移的路径进行了多方位的实证研究。第一,对长株潭城市群产业转移的优势、现状和问题进行了分析,总结出长株潭城市群产业转移的三大优势及面临的三大问题。第二,运用改进的TOPSIS模型分析了湖南省在全国的经济梯度以及长株潭城市群在湖南省的经济梯度地位,得出了长株潭城市群既具有承接省外产业转移的优势,同时也具备向省内欠发达地区转移产业的能力。第三,综合产业梯度系数得出了长株潭城市群的优势产业和产业区域集聚指数得出了东部沿海具有转移趋势的产业,确定其承接产业为：印刷和记录媒介复制业、黑色金属冶炼和压延工业、烟草制品业、化学原料和化学制品业等14个产业。采用产业区域集聚指数得出了长株潭城市群可转出的产业为纺织业、化学纤维制造业等10个产业。第四,采用灰色关联分析法分析了产业转移空间配置的影响因素,其中首要因素为交通运输水平。综合产业转移空间配置纵向路径和横向路径,得出长株潭城市群承接产业空间配置格局为“一廊五轴”。根据长株潭城市群的经济辐射范围确定岳阳市、益阳市、衡阳市、常德市、娄底市为长株潭城市群产业转出地,采用主成分分析法探讨了五市(州)资源优势、市场优势、技术优势、基础设施优势的竞争力,确定长株潭城市群转出产业的空间配置格局为长株潭-岳阳、长株潭-衡阳空间配置,长株潭-益阳、长株潭-常德空间配置,长株潭-娄底空间配置格局。最后,从承接和转移两个层面提出了提升长株潭城市群产业转移能力的对策与措施。
[Abstract]:Changsha-Zhuzhou-Xiangtan urban agglomeration is the key area of the construction of "two-oriented society" in Hunan Province. Its development situation is directly related to the development of Hunan Province and the whole central region. Industrial transfer is the only way for every backward country and region to realize economic leapfrogging. This paper analyzes the current situation and existing problems of industrial transfer in Chang-Zhuzhou-Xiangtan urban agglomeration in recent years. In order to provide a new idea for the industry transfer in the future, this paper studies the choice of industry and the space allocation of Chang-Zhu-Tan urban agglomeration. This article takes this as the research breakthrough point, draws lessons from the domestic and foreign related theories, in the thorough analysis domestic and foreign expert correlation research result foundation, unifies the Changsha-Zhuzhou-Xiangtan urban agglomeration industry transfer foundation, the present situation. An empirical study on the path of industrial transfer is carried out. Firstly, the paper analyzes the advantages, present situation and problems of the industrial transfer of Chang-Zhu-Tan urban agglomeration, and summarizes the three advantages and problems of the industrial transfer of Chang-Zhuzhou-Xiangtan urban agglomeration. Second, using the improved TOPSIS model to analyze the economic gradient of Hunan Province and the economic gradient status of Chang-Zhuzhou-Xiangtan urban agglomeration in Hunan Province. It is concluded that the Changsha-Zhuzhou-Xiangtan urban agglomeration not only has the advantage of undertaking the industrial transfer outside the province, but also has the ability to transfer the industry to the underdeveloped areas within the province. Third, the comprehensive industrial gradient coefficient of Changsha-Zhuzhou-Xiangtan urban agglomeration industry and industrial agglomeration index obtained the eastern coastal areas with the transfer trend of industries. Its undertaking industries are: printing and recording media reproduction industry, ferrous metal smelting and calender industry, tobacco products industry. 14 industries such as chemical raw materials and chemical products were used to obtain 10 industries such as textile industry and chemical fiber manufacturing industry which could be transferred from Changsha-Zhuzhou-Xiangtan urban agglomeration by using the index of industrial agglomeration. In 4th, grey relational analysis was used to analyze the influencing factors of spatial allocation of industrial transfer, among which the level of transportation was the primary factor. By synthesizing the vertical and horizontal paths of industrial transfer spatial allocation, it is concluded that the pattern of undertaking industrial spatial allocation in Changsha-Zhuzhou-Xiangtan urban agglomeration is "one corridor and five axes". According to the economic radiation range of Chang-Zhuzhou-Xiangtan urban agglomeration, Yueyang City, Yiyang City, Hengyang City, Changde City, Loudi City are the industries of Chang-Zhuzhou-Xiangtan Urban agglomeration. Using principal component analysis, this paper discusses the competitiveness of five cities (states) in terms of resource advantage, market advantage, technology advantage and infrastructure advantage, and determines the spatial distribution pattern of Chang-Zhuzhou-Yueyang city group. Changzhutan-Hengyang spatial configuration, Changzhutan-Yiyang, Changzhutan-Changde spatial configuration, Changzhutan-Loudi spatial configuration pattern. Finally, the countermeasures and measures to improve the industrial transfer capacity of Changsha-Zhuzhou-Xiangtan urban agglomeration are put forward from the two aspects of undertaking and transferring.
