共有产权保障房的比较研究与我国制度设计

【摘要】：本文运用新制度经济学的产权理论为共有产权保障房模式的发展提供坚实的理论基础,揭示产权明晰是提高保障制度效果和资源配置效率的必要因素,肯定共有产权模式是能促进资源配置效率提高的产权制度安排。在阅读大量英文文献详细比较英、美两国共有产权房与共享收益保障模式的基础上,创新性的将共有产权住房保障模式分为实物补贴和货币补贴两种类型,通过住房过滤模型的建立对两种补贴类型进行经济效用比较分析,并将共有产权分为实物补贴共有产权、半货币补贴共有产权、货币补贴共有产权三种方式,指出我国应根据城市的不同发展阶段采用与之相对的共有产权实施方式。最后,本文将我国共有产权保障房的发展现状、英美两国发展经验、保障模式的经济效用分析、专家对共有产权保障房制度设计的意见等方面结合在一起,从共有产权保障房的定位、模式设计、住房与补贴来源、定价与产权比例设定、准入退出机制、维修养护机制、监管机制等方面为我国共有产权保障房的制度设计提出了建设性的意见。本文研究对深化我国保障性住房的改革,进一步完善住房保障体系有一定意义。
[Abstract]:This paper applies the property right theory of new institutional economics to provide a solid theoretical basis for the development of indemnificatory apartment mode of common property right, and reveals that the clarity of property right is the necessary factor to improve the effect of guarantee system and the efficiency of resource allocation. It is affirmed that the model of common property right is the institutional arrangement of property right which can promote the efficiency of resource allocation. On the basis of reading a large number of English documents and comparing in detail the model of shared property right house and shared income between the United States and the United States, This paper innovatively divides the housing security mode of common property right into two types: real subsidy and monetary subsidy. Through the establishment of housing filter model, the economic utility of the two kinds of subsidies is compared and analyzed, and the common property right is divided into two types: real subsidy common property right. This paper points out that China should adopt the relative common property right according to different stages of urban development. Finally, this paper puts forward the present situation of indemnificatory apartment's development of common property right in China. The development experience of Britain and the United States, the analysis of the economic utility of the security model, the opinions of experts on the design of indemnificatory apartment's system of common property rights, and so on, are combined together, from the perspective of the positioning, mode design, housing and subsidy sources of common property right indemnificatory apartment. The pricing and property rights ratio setting, the access and exit mechanism, the maintenance mechanism, the supervision mechanism and so on have put forward the constructive suggestion for the system design of indemnificatory apartment of the common property right of our country, this article studies to deepen the reform of the indemnificatory housing in our country. It is of certain significance to further improve the housing security system.
