基于平衡计分卡的WN股份绩效评价体系设计

【摘要】:WN股份是一家集研发、生产、销售为一体的消防器材器现代化企业,于2012年在浙江股权交易中心挂牌,多年来获得市级多次奖项,2011年公司根据企业转型升级需要,制定了“十二五”企业战略规划及产品构架,研发生产消防装备、工业气瓶以及介入消防工程,在这三大领域发展。然而,在快速发展的同时,绩效考核体系却存在较多问题,不符合企业发展战略要求。管理层开始关注员工在WN股份的职业发展情况和企业的研发能力。因此,笔者认为企业的绩效考核不能只关注财务指标,而应在绩效评价中引入更为全面先进的平衡计分卡。首先,文章介绍了绩效考核的概念和相关理论,接着对平衡计分卡的相关内容和适用性条件作了相关阐述,为WN股份绩效评价体系的应用找到相关理论依据。接着,文章对WN股份目前的绩效管理状况主要集中于财务绩效对其他方面关注甚少指出其中存在的诸多问题。然后,文章对WN股份引入平衡计分卡的绩效评价体系进行了可行性分析,然后构建了在WN股份中基于平衡计分卡的绩效评价体系,包括企业级、部门级、员工级三个层次。最后,对实施该体系的计分方法和日常管理笔者提出了自己的看法。本文以平衡计分卡为基础,为WN股份设计出一套全新的绩效评价体系,希望引起更多管理者能多角度地进行考量,促进企业绩效评价的公平全面,更具激励性,促进企业更为长远的发展。
[Abstract]:WN shares is a modern enterprise integrating R & D, production and sales of fire fighting equipment. It was listed in Zhejiang Stock Exchange Center in 2012 and won numerous awards at the municipal level for many years. In 2011, the company was based on the needs of enterprise transformation and upgrading. The twelfth five-year plan of enterprise strategic planning and product framework, R & D and production of fire equipment, industrial gas cylinders and intervention fire engineering, in these three areas of development. However, with the rapid development, there are many problems in the performance appraisal system, which does not meet the requirements of the enterprise development strategy. Management began to focus on the career development of employees in WN shares and the R & D capabilities of the enterprise. Therefore, the author believes that the performance appraisal of enterprises should not only focus on financial indicators, but also introduce a more comprehensive and advanced balanced scorecard in performance evaluation. First of all, the paper introduces the concept of performance appraisal and related theory, and then describes the relevant content and applicable conditions of balanced scorecard, and finds the relevant theoretical basis for the application of WN stock performance evaluation system. Then, the paper mainly focuses on the financial performance of WN shares and points out many problems. Then, the paper analyzes the feasibility of the performance evaluation system based on balanced scorecard for WN shares, and then constructs a performance evaluation system based on balanced scorecard in WN shares, which includes three levels: enterprise level, department level and employee level. Finally, the author puts forward his own views on the scoring method and daily management of the implementation of the system. On the basis of balanced scorecard, this paper designs a new performance evaluation system for WN shares, hoping to cause more managers to consider it from different angles, promote the fairness and comprehensiveness of enterprise performance evaluation, and make it more encouraging. To promote the long-term development of enterprises.
