基于胜任力模型的农村信用社信贷管理员创新培训体系研究

【摘要】:农村信用社的发展是我国农村金融事业的重要组成部分,而信贷管理员又是决定其发展的中坚力量。农村信用社的信贷业务可以占到农村信用社业务总量的90%,因而信贷管理员业务素质的高低直接决定着农村信用社的资金安全问题。但是由于历史与现实的原因,不少信贷管理员的综合素质不能满足农村金融事业不断发展的要求。现有的培训未能真正起到提高信贷管理员整体素质的作用,因此强化对信贷管理员的培训成为农村信用社的必然选择。 本文针对这一现实,首先概括了农村信用社信贷管理员的岗位职责;其次通过调查问卷的方式构建了胜任力词典。在此基础上,通过访谈调查的方法,确定了优秀信贷员胜任力行为特征,由此构建了农村信用社信贷管理员的胜任力模型;再次,综合诸多培训体系的思路提出了基于胜任力模型的信贷管理员培训方案;最后以L县信用社信贷管理员培训活动为例,运用上述模型设计并实施了基于胜任力的培训方案,,评估效果良好。由此提供了一种创新农村信用社信贷管理员培训方式,提升其隐性胜任力乃至综合素质,进而推动农村基层金融事业发展的新思路。
[Abstract]:The development of rural credit cooperatives is an important part of China's rural financial undertakings, and credit managers are the backbone of its development. The credit business of rural credit cooperatives can account for 90% of the total business of rural credit cooperatives, so the quality of credit managers directly determines the security of funds of rural credit cooperatives. However, due to the historical and practical reasons, the comprehensive quality of many credit managers can not meet the requirements of the continuous development of rural financial undertakings. The existing training has not really played a role in improving the overall quality of credit managers, so strengthening the training of credit managers has become an inevitable choice for rural credit cooperatives. Firstly, the post responsibility of credit administrator in rural credit cooperatives is summarized. Secondly, competency dictionary is constructed by questionnaire. On this basis, through the method of interview investigation, the competency behavior characteristics of excellent credit officers are determined, and the competency model of credit managers of rural credit cooperatives is constructed. Thirdly, Finally, taking the training activities of L county credit cooperatives as an example, the author designs and implements the training program based on competency with the above model. The evaluation results are good. Therefore, it provides a new way of training rural credit cooperatives credit administrators, improves their recessive competence and even their comprehensive quality, and then promotes the development of rural grass-roots financial undertakings.
