Z农发行信贷风险管理策略研究

【摘要】:农发行是我国现阶段农村金融的重要组成部分,致力于服务“三农”,解决农业、农村、农民落后的市场环境的问题,在带动农村经济发展、提高农民收入、提高农村基础设施建设中发挥重要作用。目前,为了确保农发行,控制农发行的信贷风险管理问题成为农发行面临的重要挑战和关键问题。 论文结合Z农发行的发展现状和贷款分类业务,首先阐述论文的研究背景,综述国内外研究文献;其次,分析Z农发行作为政策性银行的信贷风险特征及其管理现状。剖析Z农发行信贷风险的具体表现和信贷风险产生的原因,如国家政策为主导、信贷资金来源单一、先天的资产包袱较重和粮油价格市场化等。再次,结合Z农发行目前信贷管理现状,找出Z农发行信贷风险管理中存在四类问题:第一,信贷管理制度中规章制度不健全和贷款风险管理责任不清晰;第二,信贷审批和监控机制方面,缺乏有效的信贷审批约束机制和信贷风险监测手段落后;第三,信贷风险化解和补偿机制中,风险化解途径单一和风险补偿与分散渠道受限;第四,人员素质方面,全面风险管理意识薄弱、信贷客户管理水平较低、缺乏有效的风险管理制度执行力,以及队伍建设与业务发展不匹配等。最后,提出Z农发行政策性特色的信贷风险管理策略:(1)完善风险管理制度及其执行力;(2)改进信贷风险预警系统,开发信贷风险计量方法和应用压力测试法;(3)建立政策性贷款准入制度,贷款准确定位,推进贷款项目审查的定量化建设;(4)建立系统性的信贷资金管理机制,包括资金推出机制、资金使用约束机制、不良贷款分散和补偿机制等;(5)建设全员信贷风险管理文化,培养员工风险管理意识、巩固风险管理文化建设,建立有效的授信约束激励机制。 论文基于提出农发行政策性信贷风险管理策略研究为出发点,保证农发行服务好“三农”的基础上,增强自身的可持续发展,仅仅基于Z农发行现状,提出微观操作层面的建议,实践操作过程中可能还会遇到各种障碍和困难,还有待于今后在实践中不断加以改进。
[Abstract]:The Agricultural Development Bank is an important part of rural finance in our country at the present stage. It is committed to serving the "three rural areas", solving the problems of the backward market environment of agriculture, rural areas and farmers, promoting the development of rural economy and raising farmers' income. We will play an important role in improving rural infrastructure construction. At present, in order to ensure Agricultural Development Bank, controlling the credit risk management of Agricultural Development Bank has become an important challenge and key problem. Based on the development situation and loan classification business of the Agricultural Development Bank of Z, this paper firstly expounds the research background of the paper, summarizes the domestic and foreign research literature; secondly, analyzes the credit risk characteristics and management status of the policy bank of Z Agricultural Development Bank. The paper analyzes the concrete performance of the credit risk and the causes of the credit risk, such as the national policy, the single source of credit funds, the heavy asset burden and the marketization of grain and oil prices. Thirdly, combining with the current situation of credit management of Agricultural Development Bank of Z, we find out four kinds of problems in credit risk management of Agricultural Development Bank of Z: first, the rules and regulations of credit management system are not perfect and the responsibility of credit risk management is not clear; Second, the credit examination and approval and monitoring mechanism, the lack of effective credit examination and approval constraint mechanism and credit risk monitoring means lag behind; third, in the credit risk resolution and compensation mechanism, the risk resolution approach is single and the risk compensation and dispersion channels are limited. Fourth, the personnel quality, the overall risk management consciousness is weak, the credit customer management level is low, lacks the effective risk management system execution ability, and the troop construction and the business development does not match and so on. Finally, the paper puts forward the credit risk management strategy with the policy characteristics of the Agricultural Development Bank: (1) perfecting the risk management system and its executive power, (2) improving the credit risk warning system, developing the credit risk measurement method and applying the stress test method; (3) establishing the policy loan access system, the accurate orientation of the loan, and promoting the quantitative construction of the loan project review; (4) establishing systematic credit fund management mechanism, including fund launch mechanism, capital use restriction mechanism, non-performing loan dispersion and compensation mechanism, etc. (5) to construct the credit risk management culture of the whole staff, to train the staff's risk management consciousness, to consolidate the risk management culture construction, and to establish an effective credit incentive mechanism. Based on the research of the policy credit risk management strategy of the Agricultural Development Bank, the paper strengthens its sustainable development, only based on the current situation of Z Agricultural Development Bank, on the basis of ensuring the Agricultural Development Bank to serve the "agriculture, countryside and farmers" well. Some suggestions on micro operation level are put forward, and some obstacles and difficulties may be encountered in the course of practice, which still need to be improved in practice in the future.
